The Procurement Services Branch of SARTR Ministry, provides guidance and expertise to the enterprise on open and transparent procurement practices, while working closely with all ministries to meet their purchasing needs, provides procurement options that meet our public procurement obligations resulting in acquisition of high-quality, cost-effective goods and services. Procurement Services also provides services related to warehousing and surplus sales, inter-provincial trade, vendor relationship management, data analysis and reporting. Within Procurement Services, Corporate Purchasing is responsible for the procurement of goods and associated services valued over $10,000 on behalf of all ministries as mandated in accordance with the Government Organization Act, the Direct Purchase Regulation and the Direct Purchase Administrative Practices. This unit is responsible for approximately 300 mandated procurements annually, in addition to establishing and maintaining approximately 200 government-wide and ministry specific standing offers and blanket contracts. The majority of these contracts are also available for use by other Municipalities, Academia, Schools and Health (MASH) sector entities and many have outward faced public impact (e.g., Alberta Aids to Daily Living Program contracts for goods used by Albertans). If yes, please read on Reporting to the Director, Corporate Purchasing, the responsibilities of Procurement Manager will include but not limited to: Leading a team of Purchasing Officers to acquire and manage a wide variety of supply arrangement contracts. Providing direction on purchasing best practices in the GoA. Leveraging your relationship-building and planning abilities to coordinate with purchasing clients across the GoA, with the goal of anticipating their needs. Working closely with your colleagues, including the Manager responsible for GoA ad hoc procurement, to determine the best go-to-market strategy and RFx approach for each acquisition. Writing briefing notes to provide advice for executive leadership about contracting and procurement matters. Knowing your portfolio inside and out, and report on it effectively. To successfully lead your team as the Procurement Manager, you need to: Have experience managing contracts in a public sector contracts, in alignment with trade agreements, government legislation and purchasing policies. Have (or be able to develop) user expertise in a complex Enterprise Resource Planning IT system (1GX). Be a great communicator, who is organized and attentive to details. Qualifications Bachelors Degree (4 year program) in a related field, (for example Business, Economics, Supply Chain or any other related field). Plus a minimum of 4 years of progressively responsible experience in procurement, supply chain management, category management or any other related field. The following equivalencies may be considered: Two Year related diploma with a minimum six years of related experience. One year of related certificate with a minimum of seven years of related experience. No formal education with eight years of related experience. The successful candidate will be required to work at Oxbridge Place building, Edmonton, scheduled Monday to Friday, 7.25 hours per day for a total of 36.25 hours per week.
