Education DepartmentTerm 1 year - Full Time (March 21, 2025 to March 16, 2026) with possibility of extension Job Summary: This is a one-year temporary assignment (with the possibility of extension) reporting to the Director of Education. The Employment & Training Officer administers funding agreements and coordinates training and employment activities for LSCFN Citizens undertaking post-secondary education and training. This includes developing and implementing training plans, managing funds, and providing career counseling and job search assistance, developing training strategy, developing proposals for funding, marketing programs and project, budget management and working closely with the Administrator (CYFN) by maintaining liaison with businesses, agencies, organizations, Federal, Territorial and private sectors to create training and employment opportunities for LSCFN members. Position is responsible for monitoring both the ASETS and Post Secondary programs to ensure compliance with related policy directives and guidelines. Key Responsibilities: Funding Agreement Administration: Manage funds, ensuring compliance and reporting. Developing annual plans including needs assessments and budget projections. Training & Employment Support: Conduct client needs assessments and create individual plans. Coordinate training opportunities, negotiate with providers, and secure additional funding. Provide career counseling, resume assistance, and interview preparation. Community Engagement: Consult with community members and employers to identify needs. Build partnerships to create employment opportunities. Administrative Duties: Manage budgets, prepare documentation, maintain records and client databases. Qualifications: Bachelor of Education or degree in Personnel Management or Completion of Business administration or FN Management or/equivalent combination of education, training and experience working with First Nations in Training and Employment, or Personnel human resources management knowledge of training and educational institutions available within the Yukon and Canada; knowledge of LSCFN's history, culture, demographics, goals and aspirations; knowledge of computer accounting systems for financial reporting; knowledge of budget control and human resources management; ability to analyze and identify training requirements within the community to derive the maximum benefit from training and employment opportunities; ability to establish liaison with representation the local level, territorial, federal, provinces, business and other agencies to negotiate terms for training and employment for LSCFN; ability to provide quality advices and guidance to management, staff on training and employment options; ability to write proposals to identify and access funding for programs and projects; ability to plan, organize and implement an evaluation system and monitor progress of training and employment to establish a statistical basis for future reference. knowledge of the LSCFN agreements that pertain to Self-Government; general knowledge of post-secondary educations systems, practices. Knowledge of Post Secondary Institutions sufficient to advise students on availability of programs. Knowledge and ability to interpret data bases and analyze data to recognize trends and prepare clear, concise and comprehensive reports Knowledge and ability to interpret data bases and analyze data to recognize trends and prepare clear, concise and comprehensive reports Knowledge of LSCFN policies, procedures, and funding arrangements. Knowledge of methods, techniques and practices of financial planning - control and monitoring of expenditures through budgets, adjustments and variance reports, production of financial reports, review of financial data and statistics, interpretation and summary of information. Desirable Qualifications: Experience: Demonstrated experience in an office environment and program administration, preferably employment and training. Knowledge: Administration procedures, career counseling, project planning, training components, and employment resources. Working knowledge of MS Office Suite (Word, Outlook and Excel) is a strong asset. Demonstrated behavior of a proactive and curiosity-driven work ethic that is solution orientated. Skills: Excellent communication (written/verbal), organizational, and time management skills. Proficiency in Microsoft Office Suit. Ability to work independently and in a cross-cultural setting. Strong problem-solving and decision-making skills. Budget management experience is a strong asset. Education: Certificate/diploma in a related field (administration, education, social sciences) or equivalent experience. Personal Suitability: Commitment to supporting the training and employment goals of Little Salmon/Carmacks First Nation Citizens. Ability to work respectfully in a First Nation community.
