Overview The Manager, Infrastructure Planning manages the multi-year strategic and annual planning of the Infrastructure & Operations division. This entails managing infrastructure assets with a focus on lifecycle replacement, financial budgeting, program delivery, and strategic architecture modernization roadmaps. The Manager is responsible for planning, organizing, and monitoring the delivery of software and hardware assets, through negotiated multi-year agreements, totaling in excess of $15 million capital spend per year, and a similar amount in operating spend. Additionally, develops published infrastructure architecture standards for datacenter (on-premises, co-location, cloud) and hardware (network, fibre, server, and storage devices) to ensure efficient and sustainable operations. Responsibilities Manage a staff of exempt and union technical professionals who provide IT asset management, architecture, budgeting, procurement, and project management functions; hire and train new staff, set goals and standards, provide leadership and coaching, including development programs for team members, and other work-related activities. Plans project and operational work that can include the creation of temporary or regular full-time positions funded via capital or operating budgets, manages the resulting hiring processes. Manages governance, budget, resources, change, risk and other aspects of large-scale (multi-million dollar, multi-year), complex, cross-department programs and projects relating to Infrastructure Planning as part of executing the Annual Technology Plan (ATP). Develop, recommend, and manage Infrastructure and Operations (IO) budgets; forecast, review, and approve costs; provide TCO analysis for: IO’s annual capital spend of $15M; IO’s annual operating spend on software and support (exceeds $10M/annum). Manage the P2P (procure to pay) process for all IO purchases, track costs from commitment to actualization, advise and mitigate issues. Work internally with SCM and Finance as well as externally with vendors to continually improve processes to increase forecast accuracy. Establishes and maintains multi-year strategic direction of the City’s Infrastructure and Operations standards, including roadmaps for datacenter locations, hardware, and software. Provide presentations with options and recommendations to the Technology Services leadership team and manage resulting work. Provide asset and lifecycle management for infrastructure hardware and software in use at the City, including perpetual and subscription models. Provide subject matter expertise to Supply Chain Management in the development and evaluation of multi-million-dollar RFPs. Provide recommendations and feedback to Legal Services for contract negotiation and dispute resolution with external entities and vendors. Responsible for procurement, engagement, and ongoing management of vendors, contracts, and consultants to supplement internal resources, particularly for highly specialized areas of Infrastructure. Plan programs and transformational projects with defined scope, budget, schedule, risks, resourcing, and governance. Collaborate with technology leaders to align programs with business drivers and strategy; influence through strategic programs in the Infrastructure and Operations domain. Remain current with developments in new technologies and best practices for infrastructure management. Perform other duties/responsibilities as assigned. Minimum Qualification Requirements Education and Experience: Bachelor’s degree in STEM or business administration and a minimum of seven (7) years of experience in Project or Program Management, including at least 5 years managing a team or an equivalent combination of education, training and experience. Knowledge, Skills And Abilities Extensive knowledge of asset management, infrastructure planning, financial management, enterprise infrastructure architecture. Expert knowledge of cybersecurity, server, storage, network, telecom, fibre, data centre, co-location, cloud, M365, business continuity, disaster recovery, and hybrid architecture. Ability to develop and communicate strategic direction in Infrastructure Planning and provide leadership to resources. Ability to establish and implement service standards, set work priorities, and lead projects related to systems and information technologies. Ability to work collaboratively within a team and promote a respectful and safe work environment in a diverse workplace. Proven skills in supervising staff, providing feedback, managing performance, and coaching. Effective planning, organization and work management skills. Excellent verbal, written and presentation skills for business and technical audiences; able to prepare records, procedures and statistics related to the work. Ability to establish and maintain effective working relationships with internal and external contacts, and provide advice on related matters. Ability to keep up with evolving technology trends. Understanding of City human resources practices, collective agreements and BC safety and labour legislation is an asset. An Enhanced Reliability Check is a requirement of the position.
