Requisition ID: 45486 Main Purpose & Function Reporting to the Superintendent II, Operations Support, the Superintendent I is responsible for the management and oversight of occupational and non-occupational illness, injury, absenteeism and accommodation cases for the Sanitation Services Branch. This includes planning, developing, coordinating, implementing, assessing, tracking, documenting and reporting on all return to work, stay at work, accommodation and attendance management initiatives. This position provides coverage and additional support for operations superintendents, as needed. The role works closely with staff within the branch, across Engineering Services and other City departments as well as with external service providers and contractors. Specific Duties & Responsibilities Business Operations Reviews and develops annual plans, work priorities, schedules, and crew allocations to ensure resources and equipment are efficiently and effectively allocated and work outcomes are optimized. Establishes work area process and workflows. Ensures operational area activities are aligned to branch, Engineering and City strategic objectives. Monitors budgets and maintains cost controls by analyzing variances, obtaining quotes and authorizing invoices. Provides input with planning, reviewing and adhering to Operating and Capital Budget parameters depending on work area. Provides input with the development, monitoring and communication of budget reports to ensure accuracy and transparency. Manages budget variances within specific area of responsibility. Creates, maintains, analyzes and makes recommendations using statistical branch data to support business and operational decisions. Understands established branch metrics and assists in developing new metrics that can be used to manage and control business operations. Develops, maintains and monitors service levels and resourcing plans for area(s) of responsibility. Establishes targets for business and quality improvement. Drives continuous improvement through an understanding of industry best practices with a focus on increasing efficiency, enhancing worker safety and engagement and improving quality of products and/or services. Develops and maintains relationships with internal and external customers and liaises with City departments and partner branches to improve integration and collaboration. Supervision/Leadership/Engagement Models expected behavior including collaboration, teamwork and respectful workplace behaviors. Communicates branch objectives, requirements and rationale with staff in writing and orally. Addresses employee and labour relations issues in a timely, fair and consistent manner using internal City resources, collective agreement provisions and policies. Supports and adheres to Attendance Management, Stay-At-Work and Return-To-Work programs. Encourages workplace productivity, good attendance and morale by building engagement. Manages the performance development process for direct reports including the City’s annual process, documenting and tracking. Employs coaching, corrective action and discipline and escalates issues appropriately to the Superintendent II and Branch Manager. Participates in recruitment and selection for new hires. Ensures onboarding and training of new employees, including safety orientations. Identifies team development and training gaps and assists in developing training plans with technical and non-technical skills. Safety Promotes a culture of safety within the workgroup. Ensures all work is performed safely and adheres to Safe Work Procedures and safety regulations. Identifies safety concerns and addresses them with appropriate training, guidelines or policies. Escalates safety issues. Participates in Branch Safety Committee Meetings, Branch Safety Audits and Branch Safety Inspections. Works with Driver Services to ensure driver training and safety programs are in place. Performs accident investigations and collaborates with Occupational Health and Safety on safety initiatives. Other Leads branch initiatives, projects and programs employing standard engineering project management principles. Ensures standard project/program processes are followed, documentation is maintained, and regular status reporting occurs. Aligns branch practices with Engineering PMO, Supply Chain, Finance and HR policies and processes. Understands regulatory obligations and ensures compliance. Branch Specific Develops and manages branch return to work, stay at work, accommodations and attendance management programs including onboarding of new recruits and refresher training for existing staff including driver requirements, safe operating procedures, branch orientation, crew talks, policies, pre/post trips, EDI and cultural awareness, equipment training and certification, weather response, and others. Works closely with Case Managers and other stakeholders during modified duties to address complex gradual return to work plans. Works with Branch Managers, Supervisors, and Unions to transition employees back to their regular duties. Develops and maintains partnerships with other branches to identify meaningful work for staff. Manages confidential and sensitive information of GRTW employees and plans. Supports strategic planning and delivery of programs and initiatives. Develops key work streams and business processes with service departments to improve service and efficiency. Prepares and delivers reports and presentations on program plans, status and outcomes. Promotes and demonstrates commitment to green technology and sustainability initiatives. Other duties as assigned. Qualifications Education and Experience Completion of grade 12 supplemented by technical and/or business management courses related to operations management. 6-8 years of operations leadership experience in a unionized environment. Project management skills and experience are considered an asset. Knowledge, Skills And Abilities Good working knowledge of WorkSafe BC regulations and processes. Good working knowledge of Organizational Health & Safety standards. Knowledge of Attendance Management programs and best practices. Ability to interpret and explain collective agreement language, City policies and procedures. Ability to build staff engagement through coaching, mentoring and training. Skilled in conflict and dispute resolution. Respectful interpersonal skills and inclusivity capabilities. Strong planning, organizational and project management skills. Ability to contribute to budgets and provide advice on cost control. Ability to evaluate work methods and implement improvements. Ability to set and monitor goals for area of responsibility and branch objectives. Ability to develop staff development plans. Ability to work collaboratively across the organization. Effective oral and written communication with staff, management and the public. Ability to articulate complex concepts clearly. Data-driven problem solving and analytical skills. Ability to develop, analyze and report on operational metrics. Proficiency with MS Office and ability to learn new software; familiarity with SAP and/or Oracle and Hansen or similar software is an asset. Knowledge of GPS technology and mapping software. Knowledgeable about equity, inclusion, decolonization and reconciliation concepts. Understanding of the City’s Equity Framework, UNDRIP Strategy and MMIWG2S Response Report is an asset. Driver’s License And Record Checks A current and valid BC Driver’s License is required. The license must not have restrictions that affect the ability to perform job responsibilities.
