Position Summary Centennial College is looking for a dynamic and collaborative leader to manage our Purchasing and Insurance team. Reporting to the Director of Finance, the manager will oversee the day-to‑day operations of the department and ensure procurement and insurance initiatives align with the College’s business goals. In this role, the manager will lead procurement activities, oversee the department’s budget, and will be a key resource in promoting efficient, transparent, and value‑driven purchasing practices. The manager will also manage insurance coverage, evaluate risk exposure, advise senior leadership, and handle claims and negotiations with insurers and legal counsel. Responsibilities Functions as the College’s subject matter expert on all procurement and sourcing related matters, ensuring that procurements are conducted in compliance with policy, providing procurement advice or training and actively supporting the College community through all steps of the procurement process. Collaborates with business areas to analyze purchasing needs, develop procurement strategies, and coordinate the activities of the buyers and procurement specialists to support the implementation of the buying plans. Oversees procurement operations to ensure efficient processing of orders, contract compliance, timely delivery of goods and services and accurate supplier setup in financial systems. Manages and administers the College’s corporate purchasing/credit card (P-Card) program ensuring that cardholders comply with the College’s policies. Oversees the College’s insurance program, including managing claims, assessing the adequacy of coverage and keeping abreast of changes in the College’s operations and risk profile to ensure that coverage is adequate. Updates procurement related policies and procedures as needed and ensures they are consistent with relevant provincial directives and legislation. Prepares routine and ad‑hoc procurement reporting for submission to senior management, the Ministry/Supply Ontario or as requested. Identifies, establishes and manages quality relationships with key external stakeholders including collaborative buying partners (e.g., Supply Ontario, Ontario Education Collaborative Marketplace (OECM), Kinetic GPO), legal advisors, suppliers, insurance providers, corporate credit card financial institutions and other post‑secondary institutions. Provides leadership, supervision and direction to staff including setting goals, determining work priorities, hiring, performance management and providing adequate training and opportunities for professional development. Qualifications/Experience Four‑year (4) diploma or degree in Accounting, Business, Finance, or other relevant field. Certified Supply Chain Management Professional (CSCMP) accreditation through the Purchasing Management Association of Canada or a Certified Public Procurement Officer (CPPO) through the Ontario Public Buyers Association or other procurement association is strongly preferred. Minimum of 7 years of progressive supervisory experience overseeing the procurement function in a large organization preferably in the post‑secondary sector and/or a public sector. Supervisory experience (preferably in a unionized environment) including hiring, assigning work, evaluating, performance management, discipline, professional development, etc. Demonstrated expertise in leading and coaching procurement staff, managing supplier performance, and improving procurement processes. Experience and demonstrated ability to manage entity‑wide insurance matters including coordinating insurance claims and the annual renewal process. Knowledge of public sector procurement directives and practices strongly preferred. Demonstrated ability to work successfully with people at all organizational levels, and with diverse and sometimes conflicting interests and philosophies.
