Business Partner, Human Resources (QEC-25-010) Reporting to the Director, Human Resources, the Human Resources Business Partner (HRBP) role will be responsible for handling a wide variety of departmental tasks, spanning from staffing and recruitment, labour and employee relations, onboarding, and training, and development. The HRBP will collaborate in the development and sustained improvement of processes and procedures by working cross-functionally with the HR team and client groups. They will also assist in the maintenance of data integrity and the administration of various HR projects and reports that support QEC’s strategic goals. Duties and Responsibilities: Owning the new hire onboarding process in accordance with QEC’s Onboarding Program and new hire practices to enhance QEC’s employer brand. Provide administrative support to the Director, in coordinating monthly and quarterly department reports for QEC and the GN, maintaining the organizational chart (on Visio), internal and external audits, as well as projects that are on the go to enhance the Employee Value Proposition (EVP) and employee retention. Support the Staffing and Recruitment team in conducting reference checks, document collection, liaising with Corporate Affairs and Procurement to set up QEC at Canadian career fairs and conducting departmental quality checks to ensure adherence to all QEC and GN policies and procedures. Collaborate with Payroll and IT to maintain data integrity across QEC systems, folders, and networks. Lead in the collection of all critical data to develop HR reports, spreadsheets, and statistical summaries. Lead project delivery and change management related to new and revised HR procedures and policies, including those for Onboarding, developmental Career Paths, system, and technology implementation. Assist the Employee and Labour Relations Specialist and Director, HR in updating all employee files, ensuring safe and confidential access. Assist the Training and Development Specialist in various aspects of Inuit Career Development Plans, provide recommendations to enhance employee retention QEC’s EVP, assist in the roll out of corporate training and development programs and conduct engagement assessments for ROI. Maintain a strong knowledge of the Nunavut Agreement, Government of Nunavut’s HR Manual (HRM), Public Service Regulations, Public Service Act, and other relevant legislation as it applies to QEC’s HR department. Conduct market research, support development of new process documents, update and verify written communication, assist in the development and refinement of employee perks and benefits and programs. Other closely related tasks as assigned. Required Qualifications Include: Post-secondary degree or certification specializing in Human Resources. A minimum of three (3) years of progressive HR experience as a Generalist/HRBP, or in a closely related field. Working proficiency in Visio and previous experience working in or collaborating with Payroll and Recruitment. Proficient in the use of MS Office Suite (including Visio), working familiarity with Applicant Tracking and Payroll systems, and other HRIS. Assets: Professional designation as a Chartered Professional in Human Resources (CPHR) or working towards it, an asset. Experienced in working with Collective Bargaining Agreements in a unionized environment, and in the public sector or a federally regulated organization, an asset. Knowledge of Nunavut, the land, language and culture an asset. The ability to speak Inuktitut, Inuinnaqtun and/or French an asset. A combination of education and equivalent experience may be considered. We offer a competitive starting salary range of $99,840.35 to $114,925.00 and a northern living allowance of $24,281.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is not included in the Nunavut Employee’s Union. Preference will be given to Nunavut Inuit.
