As the Recruiting Manager you’ll play a pivotal role in shaping a diverse and highly skilled workforce, ensuring the companys continued success and growth in Canada and abroad. Key Responsibilities As the Recruiting Manager located in the Regina, Saskatchewan office you will be responsible for the development and execution of domestic and international recruitment plans, proactively building a pipeline of qualified candidates, overseeing applicant engagement, monitoring and reporting recruitment activity, and leading the day-to-day work and performance of the recruiting department. Recruiting Plans Partner with hiring managers and senior leadership to identify recruitment needs. Develop strategies and tactics (advertising, job fairs, social media, campus recruiting, etc.) to meet hiring goals. Collaborate with marketing to create campaigns consistent with the corporate brand. Research and recommend new candidate sourcing methods. Develop and manage budgets to support annual recruitment plans. Ensure international recruitment activities meet all legislative requirements. Meet organizational standards for applicant quality. Management & Leadership Plan and manage the daily workflow of HR Administrators to meet staffing needs. Recruit, hire and train recruitment team members to align with business goals. Negotiate and oversee third-party recruitment agreements. Troubleshoot and resolve operational issues. Ensure compliance with company policies, labor standards and safety requirements. Conduct performance management and annual reviews of recruitment staff. Manage recruitment budgets and related financial reporting. Applicant Pipeline Implement recruiting plans to maintain a steady pool of qualified candidates. Oversee and optimize applicant tracking software (e.g. Silk Road). Engage and manage third-party domestic and international recruitment agencies. Build networks through industry contacts, associations, trade groups and employees. Partner with hiring managers to craft effective job postings. Support locations with job fairs and recruitment events. Maintain a current Recruitment Needs List and distribute as required. Establish and nurture connections within industry and education sectors. Applicant Process Lead the design and implementation of interviewing plans and tools. Ensure timely and accurate applicant screening and resume routing. Oversee compliance with company hiring, transfer and promotion policies. Monitoring and Reporting Conduct regular follow-up with managers to evaluate recruitment strategies. Monitor position fill rates, cost per hire and monthly recruitment budgets. Ensure accuracy of recruitment data and reporting. Refine and track recruitment metrics for efficiency and effectiveness. Collaboration Work closely with HR and payroll on new hires, employment changes and succession planning. Support HR with additional duties as required to meet organizational needs. Contribute to a collaborative and people-focused HR function. Qualifications Education & Experience 35 years of progressive experience in employee recruitment and managing recruitment functions. Ability to travel domestically and internationally as required. Technical Skills Strong knowledge and analytical ability to design effective recruitment strategies. Customer service mindset paired with sound judgment. Strong organizational skills with the ability to set priorities and achieve objectives. Effective communication skills across all levels of the organization. Proficiency with desktop and web-based applications (e.g. MS Office Suite). Self-motivated with a commitment to continuous learning and knowledge sharing. Strong commitment to occupational health and safety.
