The Real Estate Council of Ontario (RECO) is seeking a Payroll Administrator. We have one permanent position available to start immediately. The role Under the direction of the Director, Human Resources, the Payroll Administrator is the primary point of contact for payroll and benefits administration and related policies and procedures. The role is responsible for the accurate and timely delivery of payroll and benefits, and provides administrative support across core Human Resources activities, including onboarding, performance processes, and employee relations. The position supports the consistent and confidential application of HR policies and practices, with a primary focus on payroll and benefits compliance. The position assists the Director, Human Resources in specialized areas, provides recommendations aligned with RECO’s objectives, and acts as a backup to the Director as required, keeping them informed of assigned work and priorities. Position responsibilities Payroll Administer bi-weekly payroll, ensuring accuracy, timeliness, and compliance with employment contracts, internal policies, and applicable legislation. Validate payroll inputs, calculations, deductions, and adjustments, including new hires, pay changes, terminations, bonuses, reimbursements, garnishments, and statutory deductions (CPP/QPP, EI, income tax). Reconcile payroll accounts and ensure accurate processing and remittance of source deductions and employer contributions. Investigate and resolve payroll discrepancies and employee inquiries in a timely manner. Prepare and issue payroll-related documents including T4s and ROEs, and support fiscal and calendar year-end activities, reconciliations, and reporting. Perform payroll accounting activities, including journal entries, general ledger reconciliations, and coordination of remittances. Maintain time and attendance records, vacation, holiday, and sick leave tracking. Stay current on payroll legislation and regulatory changes and work with internal teams or vendors to implement required system or process updates. Maintain accurate payroll records and documentation, ensuring confidentiality, audit readiness, and compliance with record-retention requirements. Benefits administration Administer employee benefit programs, including enrolments, changes, terminations, leaves, and disability claims. Provide guidance and support to employees and managers regarding benefit coverage, eligibility, and plan provisions. Ensure accurate calculation, reporting, and remittance of employee and employer benefit contributions, including pension and insurance programs. Monitor legislative changes affecting benefits and implement required updates. Liaise with benefit providers, review claims experience and benchmarking data, and make recommendations to management regarding plan changes or risk areas. HRIS and records management Maintain the HRIS as the system of record for employee, payroll, and benefits data, ensuring data accuracy, integrity, and alignment across systems. Process employee lifecycle changes and conduct regular audits and reconciliations to identify and resolve discrepancies. Lead and support year-end payroll activities, including T4 preparation, taxable benefit reconciliation, and statutory reporting. Partner with Finance on payroll reconciliations, accruals, remittances, and tax filings. Support internal and external audits by preparing documentation, reports, and reconciliations. Contribute to the continuous improvement of payroll, HRIS, and records-management processes, controls, and reporting. Qualifications and experience Payroll Compliance Practitioner (PCP) certification from the National Payroll Institute (NPI) required. Post-secondary education in Accounting, Finance, Business Administration, Human Resources, or a related field, or an equivalent combination of education and experience. Minimum 3–5 years of progressive payroll administration experience, preferably in a public sector, regulatory, or similarly complex environment. Demonstrated hands‑on experience administering payroll using ADP Workforce Now, including payroll processing, reporting, and system maintenance. Strong working knowledge of Canadian payroll legislation and statutory requirements, including the Employment Standards Act (Ontario), Income Tax Act, CPP, EI, and WSIB. Experience with year‑end payroll processes, including preparation and reconciliation of T4s, T4As, and RL‑1s (if applicable).
