Summary of Role:

The Director of Lands & Development Services is a senior leadership position responsible for managing and advancing all Nation-led activities related to lands, housing, capital projects, and public works. Additionally, this position partners with the economic development Board of Directors (Wei Wai Kum Managing Partners Limited/WMPL) on economic development projects and has some oversight in this area. Reporting directly to the Executive Director and working collaboratively with Chief and Council, Executive Committee, and Leadership Team, the Director is responsible for creating and implementing plans, policies, and partnerships that enable Wei Wai Kum First Nation to realize its strategic goals in land stewardship, sustainable development, and community infrastructure.

The Director is responsible for multiple programs and ensures that services are delivered effectively and align with Nation laws, the Comprehensive Community Plan, the Land Use Plan, and other Nation policies, plans and strategic priorities. Some fieldwork and travel may be required.

Salary Range: $115,000-135,000 annually

Responsibilities:

Leadership and Human Resources

  • Provide strategic leadership and day-to-day oversight of the Lands, Housing, Public Works, and Capital Projects.
  • Promote interdepartmental collaboration and a positive team environment.
  • Supervise, direct, coach, support and evaluate departmental staff according to approved Wei Wai Kum policies and all applicable labour laws.
  • Supervise managers, technical staff, consultants and contractors or implement appropriate supervision to be put in place based on project scope, financial implications and level of risk.
  • Work with other Senior Leadership positions to achieve cross-departmental goals.

Financial Management

  • With input from the Executive Director, Chief Financial Officer and based on approved Departmental or Organizational plans, develop an annual budget that outlines revenues and proposed expenditures.
  • In accordance with Wei Wai Kum's organizational policies and procedures, approve departmental expenditures and manage budgets effectively.
  • Review monthly or quarterly Financial Reports provided by the CFO and assess any budget surpluses or deficits with recommendations to the Executive Director on any necessary changes to programs.
  • Oversee procurement processes, including Requests for Proposals and Quotes and manage contractor contracts in accordance with the Wei Wai Kum First Nation Finance Policy.

Planning and Implementation

  • Ensure annual workplans and budgets are aligned.
  • Ensure that key Community Plans such as the Land Use Plan are up-to date.
  • Review key Community Plans above and track implementation.

Role Specific Expectations

Community Planning

  • Develop and implement policies, bylaws, strategies, and workplans to guide community growth and development.
  • Oversee and support land use planning and administration under Wei Wai Kum's Land Code, including policies, laws, permitting, zoning, and community engagement.
  • Ensure that all activities are compliant with applicable legislation, codes, policies, and environmental and cultural standards.

Housing and Capital Projects

  • Oversee and support housing initiatives including policy development, project delivery, maintenance, oversight, and funding applications.
  • Lead planning, procurement, and implementation of capital and infrastructure projects across the Nation's lands.
  • Ensure that the First Nations Infrastructure Investment Plan is up to date and submitted annually.

Public Works

  • Work with public works operations related to roads, water systems, waste management, and Nation-owned infrastructure.
  • Review and ensure that Asset Conditioning Reporting System (ACRS) projects are identified and funded.

Economic and Land Development

  • Partner with WMPL's Board of Directors to oversee economic development programs, including commercial leases, land development, Nation-owned businesses, and business partnerships.
  • Work closely with legal and financial advisors to negotiate development agreements, MOUs, leases, and related contracts.
  • Oversee and prepare proposals to government and funding bodies to support lands, housing, infrastructure, and economic initiatives.
  • Represent the Nation with developers, contractors, government agencies, partners, and other external interest groups.

Reporting

  • Ensure completion of reports to the Executive Director and Council on all major activities, progress, and issues.

Knowledge, Skills and Abilities Required:

Knowledge and Skills

  • Post-secondary education in land management, urban planning, engineering, business, or a related field.
  • Minimum of 10 years of relevant experience in land development, housing, infrastructure, and economic development, preferably in a First Nations or public sector context.
  • Demonstrated experience in land acquisitions, community planning, capital project delivery, and infrastructure development.
  • Extensive experience creating, negotiating, and administering leases and development agreements is an asset
  • Knowledge of Land Code governance and First Nation land and housing frameworks.
  • Proven ability to write successful grant and funding proposals.
  • Knowledge of First Nation taxation and exemptions preferred.
  • Diversified experience across multiple development sectors is an asset.
  • Clean Criminal Record Check required.
  • Valid Class 5 Driver's License.
  • Familiarity with LPs, LLPs, land trusts, and Indigenous business structures preferred.

Abilities

  • Experience managing multidisciplinary teams and working collaboratively across departments.
  • Strong leadership skills and ability to build partnerships with government, industry, and community.
  • Knowledge of environmental standards, BC Building Code, and development permitting processes.
  • Skilled in project budgeting, business analysis, RFPs, RFQs, and contract administration.
