Public Safety and Emergency Services – responsible for keeping communities safe and secure, upholding a fair and accessible justice system, and ensuring Alberta is prepared for and resilient to the impacts of disasters by working with our partners in law enforcement, justice, health, and social services.

The Police Review Commission (PRC) will be responsible for overseeing the police complaints process for all police services in Alberta and will have approximately 150 staff. Following implementation, the PRC will be at the forefront of leading and supporting police services through a significant change in process and philosophy.

Role Responsibilities

Reporting to the Data Scientist, the Data & Research Analyst supports applied research, survey analysis, descriptive analytics, and operational reporting within the Corporate Services Branch of the Police Review Commission (PRC).

This role plays a critical part in enabling the PRC's evidence-based decision-making by transforming data into actionable insights, maintaining dashboards and pipelines, and supporting transparent, data-driven oversight of Alberta's police complaints process.

Key Responsibilities:

  • Conduct quantitative and qualitative analysis of PRC data to inform business decisions, policy development, and reporting.
  • Lead survey design, collection, and analysis; summarize findings for internal and external stakeholders.
  • Develop and maintain dashboards, reports, and visualizations (e.g., Power BI, Excel) to communicate trends and performance metrics.
  • Support data pipeline development, liaising with IT and vendors to ensure data accuracy, quality, and accessibility.
  • Prepare reports, presentations, and briefing materials that clearly communicate findings to technical and non-technical audiences.
  • Apply research methods and evaluation principles to measure program outcomes and performance indicators.
  • Contribute to the PRC's data governance and data-literacy initiatives by providing training and documentation to colleagues.
  • Assist in identifying and implementing process improvements and automation opportunities in analytics and reporting workflows.

This position contributes directly to the PRC's mission of ensuring transparent, fair, and effective police oversight by producing reliable data products that support leadership decisions, public accountability, and inter-agency collaboration.

Qualifications

Minimum Requirements:

University degree in a related field (e.g., Social Sciences, Data Analysis, Public Policy, Business Administration, or equivalent), plus two years of progressively responsible related experience.

  • Directly related experience or education considered on the basis of one year of experience for one year of education or one year of education for one year of experience.

The following are considered requirements:

  • Experience using Excel, Power BI, and SharePoint, including dashboard/report creation.
  • Experience in quantitative and qualitative research, survey design, and data analysis.
  • Strong understanding of program or policy evaluation methods.
  • Excellent written and verbal communication skills for translating complex data into clear insights.
  • Demonstrated ability to manage multiple analytics projects and meet deadlines.

The following are considered assets:

  • Experience with R or Python for statistical analysis or data visualization.
  • Familiarity with data management and ETL/ELT processes, and collaboration with IT or vendor teams.
  • Experience applying Gender-Based Analysis Plus (GBA+) and equity frameworks in policy or research.
  • Understanding of the policing or justice system, particularly oversight processes or case management data.
