We are seeking a Senior Evaluator to join the Strategic Management Branch (SMB). This position provides a unique opportunity to lead evaluation projects that directly inform ministry decisions and improve outcomes for clients.
Key Responsibilities
As a Senior Evaluator, you will:
- Lead evaluation teams and projects from planning through to final reporting, ensuring projects are well-scoped, evidence-based, and aligned with ministry priorities.
- Design and deliver mixed-methods evaluations, integrating both quantitative and qualitative approaches to generate meaningful insights.
- Apply advanced qualitative methods (such as interviews, focus groups, case studies, and thematic analysis) alongside quantitative data to capture the full picture of program and policy impact.
- Build strong relationships and rapport with program staff, senior officials, and cross-ministry partners to create a collaborative environment for evaluation.
- Work independently and take initiative, advancing evaluation projects without waiting for direction, and ensuring progress even in complex organizational settings.
- Analyze internal and external factors impacting ministry priorities, and translate findings into clear, actionable recommendations for senior decision-makers.
- Support a culture of continuous improvement, helping the ministry learn from evidence and adapt its programs and policies for greater impact.

- Has a strong foundation in evaluation theory and approaches, with proven ability to apply them in mixed-methods evaluations.
- Possesses strong qualitative research expertise and can integrate it effectively with quantitative evidence.
- Can translate evidence into insight, making complex findings understandable and useful for decision-makers.
- Values collaboration and relationship-building as much as technical expertise.
- Thrives on balancing independence with teamwork, moving projects ahead while engaging others in the process.
Qualifications
Typically, the knowledge and abilities required for this position are obtained through a:
- Graduate degree in the social sciences (such as sociology, psychology, economics, public policy, or related fields), or
- Bachelor's degree with several years of related professional experience in evaluation, research, or applied social science work.

- The position is currently based in Regina.
- Applicants from other locations across Saskatchewan will also be considered.
