The Continuing Care Branch at the Ministry of Health is seeking two highly motivated, results-oriented, innovative and creative Senior Program Consultants - Continuing Care, to join our team of program consultants.

In this role, you will provide program leadership, direction, performance monitoring and management as well as evaluation in the areas of long-term care, home care and palliative care. You will provide support and policy direction, program advice and project leadership to the Ministry of Health, other government ministries, the Saskatchewan Health Authority and a variety of stakeholders in the continuing care area. You will be responsible for the implementation of performance monitoring and evaluation activities that include on-site inspections of long-term care homes across the province to determine compliance with relevant program guidelines, policies and legislation. The positions are located in Regina, and the ability to travel is a required component in this position.

The successful candidate will have excellent interpersonal skills in order to build effective working relationships. You will have knowledge of continuing care health programs (long-term care, home care and palliative care), services and structures, as well as a good understanding of the current and emerging issues in these areas. You will have experience in policy development, applying research methodologies, statistical analysis programming, planning and evaluation. You will have the ability to build collaborative relationships within the Ministry of Health, other human services ministries and key stakeholders. You will have a demonstrated ability to manage projects, participate in committees and employ leadership strategies to motivate staff and project teams. You will have an understanding of the principles of program development, implementation and evaluation, as well as principles of community development and government processes. The successful candidate will be a team player who values service excellence and innovation in their work.

Typically, knowledge of this position would be obtained through a Masters' degree in a health-related profession, or a health related Bachelor's degree, with experience at a management level in continuing care (long-term care, home care and palliative care) that provides a strong theoretical background in health system administration, assessment, intervention, program delivery, roles and responsibilities, interdisciplinary/intersectoral teamwork, service integration, organizational theory, research and evaluation.

You will have knowledge of:

  • Long-term care, home care and palliative care programs, services and health delivery in Saskatchewan;
  • Lead performance monitoring and management (including on-site visits for long-term care homes across the province), and evaluation;
  • Policy consultation and development, including issue identification and analysis, and the development of options and recommendations;
  • Basic research and program evaluation, statistical and data analysis techniques specific to community-based programming, planning and evaluation;
  • Government decision making, budget and planning processes;
  • Program development and project management; and,
  • Current and emerging issues related to long-term care, home care and palliative care in Saskatchewan.

You will have the demonstrated ability to:

  • Lead and manage project teams composed of people with diverse backgrounds, providing expert advice related to continuing care programs in order to problem solve, and develop and implement new programs/policies;
  • Monitor continuing care services, analyze trends and issues, identify and develop options and solutions, and make policy and program recommendations in order to meet emerging needs;
  • Develop, organize and present complex information, both verbally and in writing, in a professional and concise manner;
  • Demonstrate initiative and operate independently or collaborate as a team member with co-workers, external organizations and others to consistently meet program and citizens' needs;
  • Communicate effectively both verbally and in writing and work collaboratively with other human service ministries, the Saskatchewan Health Authority, and a variety of community stakeholders;
  • Examine, interpret and appropriately apply complex policies, agreements, contracts, acts and regulations to daily operations and situations;
  • Plan and organize multiple, complex tasks and projects, taking into consideration conflicting and changing priorities to meet changing deadlines;
  • Develop training strategies; and,
  • Identify financial, physical and psychological threats that could affect the well-being of persons receiving continuing care services.
