The Board Governance and Operations Unit in the Ministry of Agriculture provides operational support to four tribunals (Boards), the largest being the Farm Land Security Board (FLSB). The FLSB operates at arm's length from government and is vested with a broad legislative mandate, including farm foreclosure, home quarter protection, and farm ownership restrictions. Saskatchewan's farm ownership legislation regulates the ownership of Saskatchewan farm land by non-Canadian entities. The FLSB adjudicates and investigates foreign farm ownership in the province.

We are seeking a detail-oriented and highly organized individual to join our team as a Farm Ownership Compliance Officer. In this role, you will support the FLSB by monitoring compliance with The Saskatchewan Farm Security Act (Act), ensuring that landowners meet legislative requirements, and maintaining accurate and secure records. This position is critical to protecting Saskatchewan's farm land and ensuring all land owners meet the requirements of the Act.

Key Responsibilities

  • Generate and manage statutory declaration request letters for all new landowners, potentially a thousand letters a month.
  • Review and validate submissions of declarations for completeness and compliance with legislative requirements.
  • Investigate and follow up on incomplete or missing declarations; escalate non-compliance concerns to specialists or the Board.
  • Maintain secure data storage and ensure compliance with records management and privacy legislation.
  • Compile and report compliance data for the FLSB, senior officials, and the Minister.
  • Serve as the primary contact for landowners, law offices, and corporate entities; must be able to provide clear explanations of legislative requirements.
  • Assist specialists when preparing documentation to assist the Board in fulfilling its legislative mandate.

Ideal Candidate will be an experienced administrative professional who has:

  • Knowledge of Saskatchewan agriculture and administrative processes.
  • Strong analytical and problem-solving skills to interpret legislation and assess compliance.
  • Excellent communication skills (written and verbal) to explain complex requirements to diverse stakeholders.
  • Demonstrated independence and confidence in organizing, prioritizing and completing multiple tasks effectively, while maintaining productivity and accuracy in environments with frequent interruptions and tight deadlines.
  • Proficiency in Excel, databases, and mail merge processes for managing high-volume workflows.
  • Demonstrated ability to manage confidential records and ensure data integrity with precise attention to detail.

Typically, the knowledge and experience required to achieve the above are obtained through:

  • A minimum two-year diploma in finance, business administration, agriculture or paralegal and experience in office administration, compliance, regulatory processes, or administrative investigations.
  • A four-year degree in any of the above specialties would be considered an asset.
