Mandatory Skills

  • Must have led the completion of at least three (3) projects involving the review, harmonization, and update of information classifications, file plans, or taxonomies for large organizations (public sector or equivalent with 1,000 employees or more). Each projects must have had a minimum duration of six (6) months
  • Must have led stakeholder engagement or consultation processes for at least two (2) projects involving information architecture or classification development, including the preparation of briefing materials and documentation.
  • Must have demonstrated experience with Federal Government (GC): All departments, agencies, and Crown corporations under the Government of Canada. Provincial Governments include ministries, agencies, and Crown corporations at the provincial/territorial level, and Municipal Governments include cities, towns, regional municipalities, and their agencies or corporations. "Equivalent" refers to any public-sector organization with comparable mandate, scope, and governance as the above (e.g., international governments, defense/public administration bodies) information management standards, including compliance with disposition authorizations, information architecture frameworks, or records management policies since 2017

The scope of work of the Contract includes, but is not limited to:
The Level 3 IM Architect (Defence) professional will be expected to execute the following tasks during this contract, but not limited to:

  • Conduct a comprehensive review and analysis of existing Defence classification schemes and profiles, business processes, and information architectures, including but not limited to EIA 2016 and DSCDS;
  • Gather and document business and technical requirements for Defence classifications by consulting with IMOs and IMAs within DKIM and across the DND/CAF, as well as business units and functional authorities;
  • Facilitate and document stakeholder engagement activities, such as workshops and interviews, to validate findings and build consensus on classification needs and harmonization opportunities;
  • Develop recommendations for harmonizing, rationalizing, and modernizing Defence information classifications, ensuring alignment with Disposition Authorization and the EIA Framework;
  • Design and document a detailed Defence classification model for integration into the new EIA, including definitions, relationships, governance structures, and metadata standards;
  • Prepare and deliver comprehensive documentation, including analysis reports, stakeholder engagement summaries, recommendations, and proposed Defence classification packages;
  • Present interim and final findings, recommendations, classifications, packages, and models to DKIM4 leadership and relevant stakeholders for review and approval;
  • Provide implementation support for new Defence classifications, including the development of training materials, SOPs, and user guidance;
  • Advise on change management strategies and support knowledge transfer to DND/CAF staff to ensure effective adoption and ongoing administration of the Defence classification model; and
  • Provide monthly progress updates and status reports to the Technical Authority throughout the duration of the contract.
