Summary
The Construction Operations Supervisor creates an environment for construction execution excellence. They are constantly looking for opportunities to improve the delivery and customer experience of substation construction projects. The Construction Operations Supervisor is also a subject matter expert and thus responsible for the preliminary project staging, client package review and BOM confirmation. The Construction Operations Supervisor will work closely with the Construction Manager, Procurement Lead and Project Management to ensure all projects are profitable and delivered on time. The Construction Operations Supervisor will be responsible for overseeing specific clients/regions based on the projects currently under construction by IPS.
Qualifications
- PSE designation an asset
- Formal construction management training from a recognized technical institute considered an asset.
- 15+ years of substation construction experience.
- 10+ years of people management, mentoring and leadership experience.
- Extensive and broad high voltage construction experience.
Skills
- Advanced level of substation construction execution and planning
- Detail knowledge of the Alberta electrical network, code and regulations
- General knowledge of provincial networks across western Canada.
- Superior construction execution planning skills.
- Ability to coach and mentor staff.
- Comfortable and proficient with computer software such as excel, MPP and word.
Duties
Leadership
- Develop technical and strategic project delivery plans in conjunction with Project Manager and senior management where necessary.
- Provide technical assistance, mentoring and coaching to all field staff.
- Perform site visits to assess construction results and practices to ensure they are following the required standards.
- Attend and contribute to regular meetings including project kickoffs, reviews and weekly tactical meetings.
- Develop technical and strategic project delivery plans in conjunction with Project Manager and senior management where necessary.
- Provide technical assistance, mentoring and coaching to all field staff.
- Support the proposals team by developing construction execution plans
- Perform site visits to assess construction results and practices to ensure they are following the required standards.
- Attend and contribute to regular meetings including substation group safety meetings, project kickoffs, reviews and weekly tactical meetings.
- Participate in Proposal to Project handover meetings.
Operations
- Communicate with Project managers /Field Supervisors/others to Scope and Plan Construction priorities of a project.
- Cover for Field Supervisors when they have scheduled leave during shift rotations
- Review project packages for design and material correctness prior to project start.
- Review project packages post award to identify any deviation from bid packages.
- Monitor site progress for efficiencies via routine visits.
- Oversee client subcontractors as required
- Develop outage plans and staging when required by the client
- Review all grounding plans, GOIs, and scope of work with Field Supervisors.
- Assist Construction Manager with the evaluation of Field Supervisors and crew members
- Ensures the Field Supervisors are informed on the project requirements in accordance with the project schedule.
- Assist with the resolution and closeout of non-compliance / deficiency reports.
- This also includes field/office training of all construction staff on the proper procedures on all construction activities
- Work with Project Managers/Operations team and others to Scope and Plan Construction priorities of a project.
- Compile or review estimates developed for the CRU program.
- Participate in Constructability reviews for engineering deliverables.
- Cross reference the BOM for projects ensuring constructability and timeline deliverables.
- Coordinate with the Panel shop on project timelines and release for projects.
- Participate in resource planning and forecasting to align with the hours allowed in project proposals.
- Work with the construction manager to ensure all projects are properly resourced with correct staffing levels and technical competencies while cross referencing the proposal to ensure alignment.
- Submit and review outage requests for project execution.
- Review of Client issued switching orders for accuracy with planned execution.
- Review of grounding plans, GOIs, and scope of work with Operations.
- Identify and book key dates for station acceptance and coordinate with the PM group on client requirements.
- Work with Fleet Manager to ensure the Iconic owned construction tools and equipment of the correct quantity and type are stocked according to project needs and asset stock lists.
- Consult with the Operations and PM teams to determine equipment needs, including Iconic owned and rental assets.
- Evaluate program requirements for all construction activities for the project as outlined by Owner and the Project Manager/Construction Manager.
- Ensure the Operations and Project teams are informed of the project requirements in accordance with the schedule.
- Collaborate with HSSE team in incident investigations and determine appropriate steps.
- Identify and participate in schedule recovery
- Assist with the resolution and closeout of non-compliance/deficiency reports.
- Assist to expedite As-Built return and project close out to receive final completion and hold back releases associated with projects.
- Participate in project lessons learned meetings and implement key findings for future projects.
- Verify and audit respective payroll timecard entries on a weekly/bi-weekly basis.
- Engage in the completion of probationary and annual performance evaluations for direct reports.
- Coordinating and planning work with commissioning team (as required) to optimize project execution.
- Ensuring every team member gets home safely.
- Ensuring all projects are profitable and meet or exceed proposal margins.
- Ensures all direct reports complete the duties in their respective job descriptions.
