Job Overview
Reporting to the VP of Operations, the Human Resources Manager is responsible for providing strategic & HR operational leadership within a unionized hospitality environment, working in partnership with leaders to build a strong, engaged workforce and a positive, high-performance culture. As a key leadership position, the Human Resources Manager will lead by example at all times in carrying out the key responsibilities and duties by using a modelling method of best HR practices including a positive, creative, people focused, collaborative and solutions-based approach and communication styles.
This role oversees employee relations, labour relations, talent management, health & safety, compensation & benefits and organizational development. The Human Resources Manager ensures compliance with Ontario employment legislation, collective agreement obligations, and internal policies while fostering a positive and productive workplace culture. The Human Resources Manager partners closely with operational leaders to support staffing, labour relations, employee engagement & workplace culture, and health & safety initiatives.
Responsibilities
1. Employee & Labour Relations (Unionized Environment)
- Administer and interpret the Collective Agreement and ensure consistent application
- Act as the primary management representative for union-related matters.
- Participate in grievance handling, investigations, and settlement discussions.
- Prepare for and support collective bargaining, including data gathering and proposals.
- Maintain harmonious constructive relationships with union representatives.
- Provide support & attend union meetings, labour-management meetings.
- Provide coaching to supervisors/managers on working effectively in a unionized workplace.
2. Recruitment & Staffing
- Collaborate with stakeholders in review & ongoing development of standardized process for recruitment, hiring, onboarding, etc.
- Provide guidance & support to managers/AGM/GM to support them in fulfilling their responsibilities on staffing matters (supervision, coaching, mentoring & disciplinary actions).
- Provide staff & managers with coaching & resources to help resolve & prevent interpersonal conflict and be able to adapt to different management styles.
- Oversee recruitment, selection, and onboarding processes for union and non-union roles.
- Ensure hiring practices comply with the applicable Collective Agreement, Employment Standards Act (ESA), Ontario Human Rights Code, and internal policies.
- Support succession planning and workforce forecasting.
- Maintain job descriptions and participate in job evaluation and classification (as required).
3. Employee Relations & Performance Management
- Provide guidance to managers on performance management, discipline, and documentation ensuring adherence to Collective Agreement & progressive discipline.
- Conduct workplace investigations in compliance with Bill 168/Bill 132 (violence and harassment legislation).
- Support accommodation requests under the Ontario Human Rights Code and return-to-work processes.
- Promote employee engagement and recognition initiatives.
4. Compensation & Benefits
- Administer payroll and benefits programs in accordance with the ESA and collective agreement provisions.
- Analyze compensation trends and recommend adjustments as required.
- Oversee vacation, leaves of absence, and legislative entitlements.
5. Health, Safety & Compliance & Wellness
- Ensure compliance with the Occupational Health and Safety Act (OHSA).
- Serve as management representative on the Joint Health & Safety Committee (JHSC).
- Support workplace safety programs, training, accident investigations, and WSIB claims management.
- Maintain HR records in compliance with provincial legislation and privacy standards.
- Promote employee wellness initiatives within a 24/7 hospitality environment.
6. HR Strategy, Policy & Reporting
- Develop, implement, and update HR policies, SOP's.
- Provide HR metrics, reports, and analysis to senior leadership.
- Support change management initiatives related to staffing, organizational structure, or new business processes.
- Ensure HR practices align with organizational goals and hospitality industry standards.
7. Talent Acquisition & Workforce Planning
- Oversee recruitment strategies for unionized and non-unionized roles.
- Develop hospitality-specific hiring processes to reduce turnover and improve service quality.
- Guide workforce planning, forecasting seasonal and event-driven staffing needs.
- Ensure fair, consistent hiring practices compliant with collective agreements and human rights legislation.
8. Training & Development
- Lead learning and development initiatives, including onboarding, leadership training & development, and mandatory compliance training.
- Ensure training obligations contained in collective agreements are fulfilled.
- Promote a culture of continuous learning to enhance guest service quality and operational excellence.
9. Employee Engagement & Workplace Culture
- Develop and implement employee engagement strategies that foster a positive, inclusive, and respectful workplace culture aligned with organizational values and service excellence standards.
- Partner with union representatives and leadership to promote constructive labour–management relationships, supporting engagement initiatives that respect the collective agreement and unionized environment.
- Lead employee communication initiatives, ensuring timely, transparent, and consistent messaging across all departments and shifts, including frontline hospitality staff.
- Design and administer employee engagement surveys, focus groups, and feedback mechanisms; analyze results and recommend actionable improvements to leadership.
- Support leaders and managers in building strong team culture through coaching on communication, recognition, conflict resolution, and respectful workplace practices.
- Oversee recognition and appreciation programs that align with the collective agreement and reinforce employee contributions, service excellence, and safety.
- Promote diversity, equity, and inclusion initiatives, ensuring compliance with Ontario Human Rights Code and fostering a culture of belonging across a diverse workforce.
- Lead initiatives to improve employee morale, retention, and attendance, particularly in high-turnover hospitality roles.
- Manage employee relations matters (in collaboration with union representatives where required), including workplace concerns, investigations, and conflict resolution, with a focus on fairness, consistency, and engagement.
- Support change management initiatives, helping employees and leaders navigate organizational change while maintaining trust and engagement.
- Ensure compliance with Ontario employment legislation, including the Employment Standards Act, Occupational Health and Safety Act, Ontario Labour Relations Act, and applicable collective agreements.
- Monitor workplace culture indicators, such as turnover, absenteeism, grievances, and engagement metrics, and report trends to senior leadership.
- Collaborate with leaders & managers to support onboarding, leadership development, and training programs that reinforce organizational culture and service standards.
Qualifications
Education & Experience
- Post-secondary degree or diploma in Human Resources, Industrial Relations, Business Administration, or related field.
- Minimum 7-10 years of progressive HR experience, preferably in hospitality or a unionized environment.
- Experience administering a collective agreement required.
- CHRP/CHRL designation (or working toward) considered an asset.
Knowledge & Skills
- Strong working knowledge of Ontario employment legislation:

- Occupational Health and Safety Act (OHSA)
- Ontario Human Rights Code
- Workplace Safety and Insurance Act (WSIA)
- Excellent interpersonal, communication, and conflict resolution skills.
- Ability to build trust and strong working relationships at all levels.
- Strong organizational and time-management abilities.
- Proficiency with ADP Workforce Now and MS Office tools.
- Ability to manage sensitive and confidential information with discretion.
Working Conditions
- Fast-paced hospitality environment with varied operational demands.
- Occasional evenings, weekend, or holiday availability required depending on business needs.
- On-site presence 5 days per week required to support staff and operations.
