But our role extends beyond transporting passengers from point A to point B, we are also a major asset owner, responsible for operating, maintaining, and renewing extensive marine and shore-based infrastructure across our 47 terminals.
We have an ambitious capital program for our terminals, and the Terminal Construction department is seeking a regular, full-time Program Manager to join our team. This role will join the department management team and support the planning and delivery of approximately 300 capital projects across our 47 terminals up and down the coast.
Our projects span all disciplines and include everything from full berth replacements to marine structure life extensions, terminal redevelopments to building tenant improvements, various mechanical and electrical upgrades, and everything in between. The Role
Reporting to the Senior Manager - Terminal Project Management Office, the Program Manager is a technical, construction, and project management authority who is responsible for staff management of a team of up to 12 project managers and project coordinators.
This role is accountable for the successful delivery of a diverse program of terminal capital projects being delivered by their team and plays a key leadership role in ensuring effective planning, execution, and continuous improvement across BC Ferries' terminal infrastructure portfolio.
The Program Manager provides leadership and guidance in the planning and delivery of civil, building, and marine infrastructure or site development projects, while identifying and implementing program-level strategies to improve efficiency, minimize risk, reduce delays, and ensure high-quality results.
As required, the Program Manager may directly manage select terminal capital projects or act as the primary liaison with external project management service providers supporting the delivery of the terminal capital portfolio.
Key Responsibilities:
Leadership and Staff Management
- Hire, onboard, and train new staff.
- Supervise, provide performance feedback, conduct reviews, and support career development of direct reports.
- Conduct document reviews and quality audits of team deliverables.
- Support resource planning, project assignments, and workload management.
- Provide subject matter expertise and professional guidance to departmental and organizational leadership.
- Coach and mentor new or junior staff, fostering professional growth and a culture of collaboration.
- Uphold a high degree of professionalism, organization, and accountability across the department.
- Offer technical assistance across the organization as needed
Program and Project Delivery
- Lead the planning and delivery of select civil, marine, or building projects at terminals.
- Define and manage project scope, schedule, budget, and resources.
- Oversee the full project lifecycle from initiation and feasibility studies through design, procurement, construction, commissioning, and close-out.
- Facilitate design reviews, value engineering sessions, and other workshops to achieve cost-effective outcomes.
- Ensure projects meet technical, safety, and quality standards, and align with corporate objectives.
Governance and Reporting
- Prepare and present project funding requests and business cases, steering committee updates, and other governance documents to executives.
- Report on project and program status through schedule updates, financial tracking, and performance metrics.
Procurement and Contract Management
- Lead procurement processes including developing RFQs, RFPs, and tenders; evaluate submissions and recommend awards.
- Provide contract administration and site supervision support as required.
Stakeholder and Risk Management
- Engage with diverse stakeholder groups and regulatory agencies to resolve issues and deliver results in operationally complex environments.
- Support the development and continuous improvement of departmental safety programs, standards, and technical initiatives.
What you bring to the team:
Education and Experience
- Diploma or Degree in engineering, architecture, construction management, building technology, or related field
- Minimum 10 years of progressive project management experience managing capital construction projects in a related industry
- 1-3 years of functional people management experience including performance management, work assignments, and other management activities
- Membership, or eligibility to be registered, as a Professional Engineer with EGBC or a Technologist with ASTTBC, or equivalent
- An equivalent combination of education, training, and experience may be considered
- Experience with an Owner's organization is preferred
- Project Management Professional (PMP) designation is considered an asset, or willingness to obtain designation in the future upon adequate experience
Knowledge and Competencies
- Strong team orientation with the ability to effectively lead and motivate others
- Knowledge of organizational change management and conflict resolution principles
- Excellent emotional intelligence and interpersonal skills which allow you to build and maintain effective working relationships
- Ability to mentor and coach new or junior staff including project managers and project coordinators
- Expert knowledge of project management principles and methodologies for infrastructure construction projects
- Knowledge of engineering principles, construction best practices, and regulatory requirements for civil, marine, and building projects
- Progressive experience in planning, design, procurement, and construction or large infrastructure projects
- Excellent knowledge of construction contract law, public procurement principles, CCDC contracts, and the preparation, review, and interpretation of technical design documentation, drawings, and specifications
- Fundamental knowledge and understanding of current building and bridge codes and standards, local government bylaws, regulations, zoning and permit requirements, and other regulatory requirements and processes
- Experience developing and reporting on projects and programs, writing and preparing business cases for various projects and initiatives, tracking budget, and financial reporting
- Proficient in standard business applications (MS Word, Excel, Outlook)
- Proficient in MS Project (ability to create, update, and manage schedules)
- Experience in public and internal stakeholder consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members
- Experience managing teams and diverse stakeholder groups including First Nations
- Excellent oral and written communication skills to effectively communicate between departments, senior management, and externally between consultants, contractors, regulatory agencies, and other stakeholders
- Demonstrated leadership, organization, time management, prioritization, problem solving, and judgement skills
- Ability to work independently or as part of a team
- Ability to provide effective solutions to complex problems
- Must be self-motivated, detail-oriented, and results-oriented
- Must have a valid BC driver's license and willingness to travel throughout coastal BC, for up to several days at a time
- Must be fluent in English both verbal and written

Additional information.
This is a regular, full-time position with a salary range of $125,400 - $156,800 per annum. The starting salary will be based on the successful candidate's competencies, including but not limited to experience, education and performance related to this role.
