Vice President, Engineering and Construction
and we are seeking someone with strong leadership, strategic vision, problem solving, collaborative with decision making skills with a strong financial acumen to join our Canadian operations based out of Surrey.

Reporting to the President, the
Vice President, Engineering & Construction
is a senior leadership role responsible for strategic oversight, operational execution, and continued growth of AFL Canada's Outside Plant Services portfolio. This includes end-to-end responsibility for planning, building, and maintaining telecom infrastructure – including TELUS our primary and long-standing client.

This leader will drive excellence in service delivery, ensure operational efficiency, and foster strong client relationships. The
Vice President,
Engineering & Construction
will also collaborate closely with internal stakeholders, field operations, and executive leadership to deliver on growth, innovation, and safety targets.

Job Summary
Key Responsibilities
Strategic Leadership

  • Develop and execute the strategic plan for the Engineering and Construction functions in alignment with AFL Canada's corporate goals and customer's evolving needs.
  • Lead cross-functional teams in the delivery of design, engineering, construction, installation, and maintenance services for fiber, wireless, and other telecom infrastructure.

Client & Stakeholder Management

  • Act as a senior point of contact for TELUS and other customers, ensuring high satisfaction, open communication, and proactive partnership development.
  • Understand customer's strategic objectives and align AFL Canada's infrastructure services to support their goals.

Operational Oversight

  • Drive operational excellence across all engineering and construction functions—field services, engineering, project management, and quality assurance.
  • Establish and monitor KPIs to ensure service levels, productivity, safety, and budget goals are consistently met or exceeded.

Financial & Resource Management

  • Oversee the P&L for Engineering and Construction, ensuring profitability and sustainable growth.
  • Allocate resources effectively to meet current project demands and future growth opportunities.

Team Leadership & Development

  • Lead, develop, and support a multi-disciplinary team, including Directors and Managers across various operational areas.
  • Champion a culture of accountability, safety, collaboration, and continuous learning.
  • Oversee recruitment, onboarding, performance management, succession planning, and professional development for direct reports.
  • Foster open communication, alignment, and engagement across all levels of the regional workforce.

Compliance, Safety & Risk Management

  • Ensure all operations adhere to corporate policies, industry regulations, and safety standards.
  • Promote and enforce adherence to all corporate, provincial, and federal safety and environmental regulations.
  • Maintain a robust risk management framework to safeguard the company and its employees.

Qualifications
Knowledge and Experience

  • Post-secondary education in business administration, operations management, or a related field; equivalent industry experience considered.
  • 10+ years of progressive leadership experience in telecom infrastructure or a related field (e.g., engineering, construction, network deployment).
  • Proven track record managing large-scale infrastructure programs or services, ideally for or in partnership with Telus or other Tier 1 telecom providers.
  • Strong knowledge of fiber optic networks, wireless infrastructure, and telecommunications deployment processes.
  • Experience with P&L management, contract negotiations, and strategic planning at an executive level.
  • Excellent relationship management, communication, and presentation skills.
  • Demonstrated ability to lead through change and drive performance in a fast-paced environment.

  • Organized: Able to work in a fast-paced environment and prioritize multiple simultaneous work assignments
  • Flexible: Open to change and can rapidly adapt to new information, changing situations and unexpected obstacles
  • Adaptable: Able to collaborate with others in a dynamic team environment, and to stay focused and on task when working independently under limited supervision to complete work in a timely manner.

WORKING CONDITIONS

  • Primarily office-based in a regional office with regular travel to field locations, operational sites, and partner facilities.
  • Must be available for support outside standard working hours as needed.
  • May require extended hours during peak periods or regional events.
