The Insurance Councils of Saskatchewan (ICS) is the independent regulatory body responsible for regulating insurance agents, brokers, adjusters, and agencies across the province. The Opportunity

ICS is seeking a strategic, thoughtful, and highly motivated communications professional to lead the organization's communications function.

The ideal candidate is a trusted advisor and skilled communicator who can translate complex regulatory and policy matters into clear, accessible messaging for diverse audiences. You bring sound judgment, strong writing and advisory skills, and the ability to lead communications in a highly visible, accountable, and fast-moving regulatory environment.

Reporting to the Executive Director, the Manager of Communications is responsible for developing, implementing, and overseeing ICS's corporate communications strategy. This role delivers a full range of internal and external communications services, supports policy and program initiatives, and leads media relations and issues management for the organization.

Key Responsibilities

· Develop and execute strategic corporate communications plans aligned with ICS's mandate, priorities, and governance framework

· Lead content development for key communication channels, including website, information bulletins, social media, and internal platforms.

· Plan, coordinate, and develop newsletters targeted at diverse stakeholder groups

· Serve as a trusted communications advisor to the Executive Director and senior leadership on media, reputation management, and emerging issues

· Lead all internal and external communications, including stakeholder, public, and media communications

· Manage media relations and issues management, including complex and sensitive regulatory matters

· Translate complex, technical, and regulatory information into clear, accessible communications for diverse audiences

· Develop and execute stakeholder engagement strategies, including stakeholder mapping, consultation design and facilitation, and lead consultations resulting in summary reports, supporting materials, and actionable recommendations.

· Ensure consistency of messaging, tone, and brand across all communications channels

· Use data and analytics to evaluate the effectiveness of communications initiatives and recommend improvements

Qualifications

The successful candidate will bring a strong blend of strategic thinking, professional judgment, and execution excellence.

You will typically have:

· A comprehensive theoretical and practical understanding of strategic communications

· Demonstrated expertise in media relations, issues management, and stakeholder communications

· Excellent writing, editing, and verbal communication skills

· Strong interpersonal and leadership skills, with the ability to perform effectively in high-pressure situations

· The ability to analyze complex issues, synthesize information, and provide clear, practical communications advice

These qualifications are typically gained through a post-secondary degree in journalism, communications, public relations, or a related discipline, along with significant experience in a professional communications environment. Experience working in a regulatory, public sector, or quasi-judicial setting is considered an asset.
