Role Overview

The Program Control Officer (PCO) plays a critical role in supporting the successful delivery of large-scale IT programs within the banking sector. This position requires strong financial acumen, program governance expertise, and the ability to coordinate across multiple stakeholders to ensure compliance, transparency, and timely execution of program objectives.

Key Responsibilities

Program Governance & Coordination

Support Program Managers in planning, tracking, and reporting for large IT transformation initiatives.

Ensure adherence to governance frameworks, compliance standards, and risk management protocols.

Facilitate program meetings, prepare agendas, and document decisions and action items.

Financial Management

Develop and maintain program budgets, forecasts, and variance analysis.

Track actuals vs. planned spend; identify cost overruns and recommend corrective actions.

Manage vendor invoices, purchase orders, and financial reconciliations.

Reporting & Analytics

Prepare executive dashboards, financial summaries, and status reports for senior leadership.

Monitor KPIs, milestones, and deliverables to ensure program health.

Provide insights on financial trends and resource utilization.

Stakeholder Engagement

Act as a liaison between IT, Finance, and Business teams.

Coordinate with external vendors and internal teams to ensure timely deliverables.

Support audit and compliance reviews as required.

Required Skills & Qualifications

Education: Bachelor's degree in Finance, Business Administration, or related field. PMP or similar certification is an asset.

Experience:

program/project control within banking or financial services.

Proven experience managing financials for large IT programs (budgets $10M+).

Familiarity with regulatory requirements and risk management in BFSI.

Technical Skills:

Proficiency in MS Excel, Power BI, and project management tools (e.g., MS Project, JIRA).

Understanding of IT delivery methodologies (Agile, Waterfall).

Soft Skills:

Strong analytical and problem-solving skills.

Excellent communication and stakeholder management abilities.

Preferred Experience

Exposure to core banking systems, digital transformation projects, or regulatory compliance programs.

Experience working in a PMO environment within Tier-1 banks.
