Position purpose:

Support all purchasing requests of goods and services for business units, in compliance with all relevant policies to support academic and research activities. Act as a resource person for members of the faculty or service regarding the best means of procurement.

In this role, your responsibilities will include:

  1. Approve requisitions and purchase orders up to $10K for their unit, validating the sourcing process, the financial information, the shipping, and payment terms, determining the best use of public funds.

  2. Monitors, reviews and approves derogations and transgressions up to $10K for their unit to ensure fair, responsible and transparent procurement process.

  3. Engages with suppliers in compliance with provincial and federal regulations, to obtain prices and quotes for internal clients. Negotiate in the best interest of the client and supplier relations.

  4. Manage orders associated with inventory by processing stock requests and coordinating customer order fulfillment and delivery.

  5. Receive, track and record, all incoming and outgoing parcels, including regulated substances, supplies, equipment, assets and mail, taking appropriate measures according to the Health and Safety guidelines, legislations, Canadian Standards Associations (CSA) and University policies and procedures.

  6. Take necessary actions with the supplier to manage purchasing and invoices irregularities, in accordance with established policies and procedures.

  7. Coordinate customs clearance activities in a timely manner for all incoming international shipments. Provide guidance to customers ensuring applicable documentation is completed according to Transportation of Dangerous Goods (TDG) regulations and internal health and safety procedures, to avoid customs clearance delays or surcharges to the institution.

  8. Act as a resource person for members of the faculty or service by explaining goods and services purchasing and logistics processes, deadlines and practices.

  9. Use reports and dashboard to support day-to-day operations and planning.

  10. May contribute in the development of purchasing and logistics reference material, such as procedures, processes and systems related, providing expertise and recommendations.

What you will bring:

  • Knowledge of administration relevant to the role, normally acquired through postsecondary education or an equivalent combination of education and work experience
  • Minimum two (2) years of demonstrated experience in Purchasing and Logistics or a similar role
  • Knowledge of procurement principles and practices
  • Knowledge of University procurement policies and procedures, and of procurement legislation
  • Knowledge of tax and customs legislation and regulations
  • Knowledge of Federal and Provincial Environmental Health and Safety Legislation;
  • Experience with transportation of dangerous goods (TDG) an asset;
  • Ability to work under pressure and adapt to shifting priorities
  • Experience purchasing supplies and scientific equipment an asset
  • Knowledge of rules and practices in the safe transportation and handling of dangerous goods an asset
  • Knowledge of federal and provincial legislation on occupational health and safety, environmental protection and the transportation of dangerous goods an asset
  • Experience interpreting, explaining and applying policies and regulations
  • Excellent communication, interpersonal and customer service skills
  • Experience using computer systems and software Initiative, self-reliance, good judgment
  • Bilingualism – English and French (oral and written)
  • Capacity to lift boxes up to 50 lbs and move warehousing equipment
