The Halton District School Board (HDSB) is one of the fastest growing school districts in Canada and growth is projected to remain strong for the foreseeable future. The region's population is anticipated to almost double in size by 2051, from a current population of 596,637 to a projected population of 1,100,000 by 2051. Together, our 11,000+ staff serve more than 65,000 students in 110 schools and growing, in the communities of Burlington, Halton Hills (Georgetown & Acton), Milton and Oakville.
Position Summary:
Reporting to the Superintendent of Information Services, the General Manager, Information Technology provides department-wide leadership to ensure technology services and platforms effectively support student achievement, operational excellence, and the HDSB Multi-Year Strategic Plan. The General Manager is a strategic and operational leader accountable for the reliability, security, and modernization of the board's technology environment. The role is accountable for defined service levels, incident and problem management maturity and continuous improvement of user experience.
The General Manager leads core IT functions including enterprise operations and service delivery, infrastructure and network operations, application and platform services, and data and systems development. The role works in close partnership with Security Operations and Access, Privacy and Records to ensure coordinated governance, compliance, risk management and consistent service standards across Information Services. The General Manager promotes innovation including responsible AI adoption through strong governance, privacy and security controls and frameworks.
This position is responsible for multi-year planning, program and portfolio delivery, resource coordination and financial stewardship. The General Manager translates strategic objectives into outcome-focused roadmaps and program plans with clear timelines, milestones, deliverables and budget considerations. This position is responsible for developing technology standards for architecture, lifecycle management and platform rationalization to improve reliability, security and cost effectiveness.
The General Manager ensures initiatives are delivered with a focus on sustainability, accessibility, equity and inclusion and alignment with the board's commitments, including Human Rights and Indigenous education and reconciliation.
As a key member of the board's leadership team, the General Manager maintains cross-functional visibility across portfolios to surface risks and issues early, drive continuous improvement and enable informed decision-making. The role will present to senior leadership as required and will contribute to the development and maintenance of board policies, administrative procedures and governance practices.
Duties and Responsibilities
1. Strategic & Operational Leadership
- Develop and execute a multi-year IT roadmap that aligns with the HDSB Multi-Year Strategic Plan with measurable outcomes, resourcing, risk management and regular reporting to the Superintendent of Information Services
- Lead digital transformation including cloud modernization and platform rationalization; strengthen data governance and analytics for evidence-informed decision-making; and enable responsible AI use with clear guardrails for privacy, security, equity and compliance
- Lead day-to-day IT operations across Infrastructure, Cloud Services, Enterprise Applications, System Operations and Data Management and Development, ensuring exemplary service levels, incident/problem/change management, vendor performance and security-by-design
- Foster a service-oriented culture focused on reliability, responsiveness and user experience for staff and students, including clear service standards, proactive communication, accessibility and equity of access
- Establish portfolio prioritization and operational discipline (e.g., service management, asset lifecycle, standardization, and continuous improvement) to improve reliability, security and cost-effectiveness
2. Infrastructure & Innovation
- Oversee enterprise infrastructure and platforms including network, on-prem and cloud services, identity and access, backups/DR, monitoring and telecommunications
- Lead the lifecycle management of staff and student devices (procurement, provisioning, support, repair, redeployment and secure disposal), ensuring equity of access, standardization and sustainable multi-year refresh cycles aligned to budget, instructional and administrative needs
- Oversee the intake, evaluation, risk review and approval of digital tools, platforms and applications, maintaining the board's Software and Technology Catalogue and ensuring decisions reflect privacy, security and accessibility considerations, pedagogical value, interoperability and cost
- Drive digital transformation by piloting, scaling and governing emerging technologies (including AI and automation) that enhance teaching and learning and improve administrative efficiency, supported by change management, training, measurement of impact and strong privacy/security controls
3. Financial & Vendor Management
- Develop, manage and report on operating budget, including multi-year forecasting, lifecycle planning, cost optimization and variance management to ensure value-for-money and sustainable service delivery
- Lead fair, transparent and compliant IT-related procurement (e.g., RFP development, evaluation and negotiations) in accordance with the Broader Public Sector (BPS) Procurement Directive, embedding requirements for privacy, security, accessibility, interoperability and service performance
- Manage strategic vendor relationships and SLAs, including performance KPIs, service reporting, escalation paths and continuous improvement while ensuring outsourced services meet reliability, security and user experience expectations
4. Developing Leadership & Culture
- Lead, coach and directly manage IT Managers and technical specialists, setting clear goals and expectations, developing talent and succession plans and driving high performance through accountability and continuous improvement
- Build and sustain an equitable, diverse and inclusive workplace within Information Services through inclusive hiring and development practices, respectful workplace leadership and service design and professional growth opportunities that support equitable access for all learners and staff
- Ensure compliance with applicable collective agreements, employment-related legislation and board policies and procedures
Qualifications:
Required Qualifications
- University degree in Computer Science, Engineering, Information Systems or a related field
- Minimum 10 years of progressive information technology experience, including at least 5 years in a senior management role leading enterprise systems in complex, decentralized environments
- Demonstrated ability to lead and govern enterprise technology across cloud and on-prem environments (Microsoft 365/Azure preferred), including architecture standards, identity and access, endpoint management and ITSM disciplines (ITIL-aligned), with a focus on reliability, security and leveraging both metrics and service maturity practices
Preferred/Recommended Criteria
- Public sector experience (education/BPS) or equivalent experience in a highly regulated environment is strongly preferred
- Demonstrated experience leading large-scale, multi-site organizational change in a complex environment, delivering both implementation and adoption (e.g., ERP/LMS modernization, identity or device program changes, enterprise platform migrations or service model transformation) is strongly preferred
- Relevant credentials in project/program management, IT service management and/or enterprise architecture (e.g., PMP, ITIL 4, TOGAF) are considered assets (equivalent certifications and demonstrated expertise may be considered)
- Active participation in relevant professional networks and associations (e.g., ECNO and/or other public-sector IT, cyber security and/or privacy leadership associations) and engagement with Ontario education or broader public sector communities of practice
- Professional certifications such as CISM, CISSP or CRISC, or a willingness to obtain such certifications, are assets to facilitate seamless collaboration with the Superintendent's direct reports
- Demonstrated experience supporting compliance with Ontario privacy requirements, including MFIPPA and PHIPA, through privacy-by-design practices, risk assessments and secure information management
- Strong preference for candidates with deep operational and governance experience in Google Workspace for Education (core collaboration and learning platforms), with demonstrated ability to support and integrate complementary enterprise services (e.g., Microsoft 365 and business applications)
