POSITION SUMMARY:
The Facilities Project Consultant provides specialized and expert advice and leadership of project teams to support major facility capital construction projects. This person is a senior corporate champion with strong project management skills who on behalf of the Facilities Engineering Branch delivers large and complex facility construction projects, with project budgets of up to $20 million. The Facilities Project Consultant must possess demonstrated experience as the lead project manager delivering complex, rehabilitation, maintenance and investment projects in a variety of sectors with multiple stakeholders. Project management methods and knowledge will be key to project success. Excellent communication skills and experience in leading and facilitating client discussions and project meetings that result in scope and process clarity that ultimately lead to decisions that move projects forward are required.

The Facilities Project Consultant reports to the Manager of Facilities Engineering within the Facilities Engineering Branch which is comprised of engineering and technical staff who work on a variety of projects, from facility system/component replacements to major renovations and new construction.

DUTIES AND RESPONSIBILITIES:

  • Prepares and oversees the development of project charters, requests for proposals, tenders, contracts, approval memos, studies and reports and other administrative documents related to the engagement of consultants, architects, engineers, designers and contractors.
  • Provides leadership and guidance to project leaders/partners in developing, managing and leading multiple technical and interdisciplinary project teams in the implementation and day to day execution of projects.
  • Hires, manages and oversees contracted architectural or engineering consultants along with indirect supervision of contractors, while overseeing the management of complex construction projects.
  • Carries out all aspects of project management including planning and design; development of specifications; tendering and contract administration; progress reviews and liaison with client groups, contracted professionals and service providers.
  • Prepares complex confidential and public correspondence, reports and other documents for the Director, the Executive Director, the Executive Leadership Team, City Council, the public and other stakeholders.
  • Provide regular written and verbal progress reports and presentations to Steering Committees, Managers, Directors and other stakeholders. Facilitates the project team in the initiation, close out and post implementation review activities.
  • Develops, monitors and manages major project/program budgets, requisitions, expenditures and other transactions within the limits of established authority.
  • Interprets and analyzes complex data, including facility asset management information, processes, programs and problems and develops options, solutions, improvements and recommendations.
  • Collaborates with clients and the Communications branch to initiate, develop and conduct public consultation and information programs.
  • Receives and responds to concerns and inquiries from staff, the public, other departments, elected officials and the media.
  • Consults, negotiates and collaborates with outside agencies and stakeholders, including community groups, local businesses, Regina Police Service and other levels of government.
  • Develops and maintains effective and extensive partnerships, professional memberships and networks within the area of professional expertise to ensure that the City of Regina is represented and contributes to broad professional goals and development; keeps abreast of changes in the profession to ensure value is added to the work of the department.
  • Performs other related duties as required.

QUALIFICATIONS:
Knowledge, Abilities and Skills:

  • Demonstrated skill in project management, change management theory and practice, conducting presentations, communicating and selling ideas and in leading group discussion, facilitating planning sessions, decision-making sessions and review sessions.
  • Ability to express ideas effectively, in oral and written form with particular emphasis being placed on the ability to prepare comprehensive reports for presentation to management and City Council and to communicate orally to large group audiences.
  • Skilled in managing major plans, projects, programs and budgets.
  • Advanced knowledge of the principles, processes, safe work practices, theories and technologies related to the architectural, structural, mechanical and electrical design and construction of buildings.
  • Knowledge of acts, regulations, codes, bylaws and current energy management developments pertaining to the construction and renovation of public facilities.
  • Ability to prepare and interpret building construction plans, sketches, blueprints and specifications.
  • Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/ plans/regulations, and develop innovative solutions.
  • Skilled in establishing and maintaining effective working relationships and a respectful work environment with direct supervisor, co-workers, other City employees, project teams, contractors, consultants and the general public.
  • Skilled in listening, leading and influencing people, resolving conflict, and cultivating consensus.

EDUCATION AND EXPERIENCE:

  • Typically, the knowledge, abilities and skills are obtained through a university degree or diploma in Engineering, Architecture, Business Administration, Management or a related field coupled with a minimum five (5) years senior level experience in project management of complex construction projects with a value of at least $5 million. Experience in facility design, construction and/or maintenance is required. A combination of relevant experience and education will be considered. PMP designation would be an asset.

WORKING/OTHER CONDITIONS:

  • Must possess a valid Class 5 driver's license and have a vehicle available for work usage (a kilometre reimbursement is provided).
  • Typically, normal office conditions apply with considerable use of computer and time spent in meetings. In addition, this position requires site visits and inspections, which at times may require the individual to wear personal protective equipment (hard hat, safety glasses and steel toed shoes).

  • Proof of education is required.
