Interior Health is hiring a permanent full-time Lead, Locum Initiatives who is passionate about making a difference in healthcare. Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you create an impact:
The Lead, Locum Initiatives provides leadership and is accountable for the development and management of multipronged locum initiatives to facilitate the achievement of strategic goals and objectives of Interior Health (IH). The Lead will be responsible for leading the design, development, implementation, evaluation, and continuous improvement of locum programs to support sustainability of identified services and minimize service delivery risk within Interior Health. Reporting to the Executive Director, Medical Staff Recruitment and Contracts, and through engagement and consultation with physicians, site operations and medical leaders, the Lead proactively works to develop comprehensive plans, frameworks, policies, procedures and tools to support locum strategies, improve processes, resolve issues; and integrate systems that support the efficient and effective delivery of locum initiatives.
What will you work on:
Provides leadership in the planning, development, and implementation of short- and long-term strategic plans for locum initiatives that incorporates locum coordination, medical staff recruitment, compensation and operational policies, procedures, and processes.
Leads the design and implementation of locum initiatives and provides oversight of locum coordination to support continuous service delivery and maximize value of medical staff services received for IH's investment, using Return on Investment methodology, and policy or procedure revisions where applicable.
Ensures engagement and works collaboratively with relevant partners including medical and operational leadership, medical staff, and external partners such as Ministry of Health (MoH), Rural Locum Programs (RLP) on matters related to locum initiatives to ensure successful implementation, integration, and evaluation of locum initiatives within IH.
Collaborates with department and portfolio leaders to ensure alignment with Medicine portfolio priorities, organizational strategies, and cross-functional initiatives.
Develops, implements, and monitors frameworks, guidelines, and standards to support Interior Health locum strategies; evaluates and implements changes as needed to assure compliance with IH and RLP Policies.
Develops processes for evaluating outcomes, including data collection, analysis, and reporting of results, to inform enhancement of locum initiatives and improve services, simplify workflow, and ensure locum initiative goals and objectives are met.
Provides timely, relevant, reliable, and clear information with appropriate supporting data analyses and review of alternatives to inform planning and decision-making.
Develops and fosters effective working relationships with key internal and external partners such as locum coordinator, medical staff recruitment and contracts, IH leadership, other Health Authorities, and provincial partners that support, and advance locum objectives and address issues related to locum strategies.
Maintains knowledge of medical staff compensation models, RLP policies and impacts with respect to locum initiatives.
Monitors the progress and prepares detailed reports, briefings, and presentations on the impact and outcomes of locum strategies and initiatives.
Advises on development of new locum initiatives for areas where inequities are identified across IH or BC, where clarity is required, or opportunities are presented.
Monitors and ensures responsible use of resources concerning budget, identifies potential risks and recommends mitigation tactics to the Executive Director.
Responsible for human resource management within the assigned Locum Initiatives team, including staff recruitment, selection, development, determination and planning for training needs, day to day supervision of work assignments and evaluation of performance through coaching, and mentoring, up to and including termination.
Fosters a collaborative environment, promoting teamwork and supporting the development of team members.
In alignment with IH's Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations, and implementing required corrective actions.

Education, Training and Experience
- Bachelor's degree in Business Administration, Project Management, Human Resources, Leadership, Organizational Development, Health, or another related degree.
- Five (5) to seven (7) years of recent, related experience in a large, complex health care environment including working with medical staff.
- Experience in strategic initiative development, including successfully implementing programs, and change initiatives in a large, complex health organization is considered an asset.
- An equivalent combination of education, training and experience will be considered.
Skills and Abilities
- Demonstrated ability to lead, plan, develop, implement, manage, and evaluate strategic initiatives and program changes to achieve results in a complex environment.
- Highly developed interpersonal skills including political astuteness and diplomacy to develop trusting, effective relationships with locums, medical staff, all levels of medical and operational leaders, and other internal and external partners.
- Ability to focus on solutions to drive results in a positive and professional manner.
- Ability to communicate clearly and effectively, both verbally and in writing, including effective promotion, influencing and presentation skills

- Research and analytical skills to translate data into action.
- Enjoy working independently and as a collaborative team member including being agile and flexible to support the team as needed.
- Ability to work under pressure and prioritize effectively to manage challenging and competing demands within a limited timeframe.
- Ability to multi-task and grasp complex concepts quickly.
- Work effectively in a virtual, computerized environment utilizing standard Microsoft Office applications along with the ability to learn and productively use new technology where appropriate.
