About the Role:Reporting to the Construction Services Supervisor, the Construction Inspector will play a significant role in ensuring the City's capital construction projects for transportation, wastewater, stormwater, water and development comply with the appropriate standards and project specifications.
What You'll be Doing:
Drafting, Design and Plans Review:
- Evaluate current infrastructure conditions to help identify plans and priorities for rehabilitation.
- Assist with the preparation of plans and specifications for upcoming tenders.
- Review construction plans to verify compliance with pertinent by-law, regulations and standards.
- Conduct quality checks on draft tenders, drawings, and other deliverables as part of a technical / constructability review.
- Prepare drawings, sketches, or as-builts using computer-aided design (CAD) software.
- Provide comprehensive inspection of the construction of municipal infrastructure and private development projects at various stages to ensure compliance with applicable regulations, standards, and approved plans.
Conduct pre-construction condition surveys. - Check grades, lines, and levels against plans, design grades and alignment.
- Check materials, methods and equipment used on the site against contract specifications.
- Maintain accurate records of findings, observations, and recommendations for corrective actions.
- Report deviations from specifications to the Contract Administrator for approval or new instructions.
- Record on daily report and/or job diary all pertinent information.
- Monitor the placement of road safety signs and protective barricades, as required.
- Monitor compliance with The Occupational Health and Safety Act, and address any concerns with the contractor.
- Collaborate with contractors, other inspectors, engineers, project managers, City staff, members of the public, and other stakeholders to address construction related concerns, provide guidance on compliance matters, and promote best practices in construction.
- Investigate, resolve, and report on public complaints, inquiries, liens, and claims for damages pertaining to construction projects.
- Liaise with engineers, project managers, consultants and contractors throughout the construction phase to address issues and evaluate construction schedules.
- Ensure compliance with applicable laws and regulations.
- Measure, confirm and record contract quantities for payment.
- Evaluate and approve invoices for consultants, contractors and suppliers.
- Provide regular project progress communication.
- Liaise and communicate with the public, community groups, utilities, government organizations, and other interested parties to address their project or construction concerns.
- Manage the identification, listing, and deficiencies upon completion of the construction phase.
- Perform other similar and related duties as required.
- Three (3) year College Diploma in Civil Engineering Technology or Construction Project Management.
- Minimum three (3) years recent experience as a Construction Inspector on a variety of municipal services such as roads, sewers, watermains and sidewalks.
- Certified Engineering Technician, or equivalent training and experience.
- Certification as an Operator-in-Training (OIT) for Water and Wastewater is considered an asset.
- Annual participation in training and study towards obtaining and maintaining a Level I MECP Operator Certificate in both Water Distribution and Wastewater Collection as approved by the certification agency.
- Must complete the following OGRA/MEA Municipal training courses or equivalent as requested by the Corporation:
- Good Roads General Inspection.
- Good Roads Sewer & Watermain Construction Inspection.
- Scott McKay Municipal Soil Technology, Concrete Technology, Bituminous Technology.
- Knowledge, training and experience with the Occupational Health and Safety Act and City safety policies, in particular as they relate to excavation and trench safety, fall arrest, and traffic control.
- Knowledge of asset management principles.
- Proficiency in software programs such as Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams), Builterra, and CAD.
- Well-developed written and verbal communication skills, with proficient technical writing ability.
- Excellent customer service skills with a strong sense of public service to effectively deal with the public, and the ability to liaison with key external and internal stakeholders.
- Effective problem-solving and conflict resolution abilities.
- Proven ability to organize workload under limited supervision and to meet deadlines.
- Valid Ontario Driver's licence, Class "G", with a clean driving record and willing to utilize personal vehicle for Corporation business.
- Ability to meet the physical requirements (i.e. field inspections) of the job, and to work outside in all environments.
- A demonstrated commitment to enhancing a safety culture.
- Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
Other Position Requirements include: Ability to travel between City work locations
