YWCA Regina delivers critical services to women, gender-diverse people, children, youth, and families across our community. Our work spans a wide continuum of care, including:

Housing & Shelter:
Providing safety, stability, and wraparound supports that promote healing, security, and hope.

Children's Homes:
Operating homes for children ages 0–12 in the care of the Ministry of Social Services, grounded in trauma-informed care and a sense of belonging.

Youth & Community Programs:
Delivering education, training, prevention, and leadership programming—including Homebase, a youth-driven hub designed for youth, by youth.

Early Learning:
Operating five licensed early childhood education centres.

Social Enterprise:
Leading four social enterprises and a growing volunteer program.

Community Engagement:
Hosting three signature fundraising and awareness events annually.

Position Description:

The Chief People Officer (CPO) is a key member of the executive leadership team and a strategic partner in shaping the organization's future. This role provides leadership across all aspects of human resources, organizational development, culture, and internal operations. The CPO ensures YWCA Regina has the systems, policies, and practices needed to support a strong and healthy workforce, advance safety and compliance, and cultivate an organizational culture rooted in equity, decolonization, and the YWCA's mission and values. Key Responsibilities:

Governance & Leadership


• Provide strategic advice to the CEO on organizational sustainability, human resources, risk, and internal operations.


• Lead the development and implementation of organizational policies, frameworks, and best practices.


• Monitor and optimize human and organizational resources for maximum impact.

Human Resources & People Development


• Oversee HR strategy, including recruitment, onboarding, performance management, compensation, and employee well-being.


• Champion decolonization, equity, diversity, and inclusion across all departments.


• Lead professional development, talent development, and succession planning.


• Foster a healthy, collaborative, and mission-driven workplace culture.


• Support compliance with all occupational health and safety regulations.

Internal Operations


• Oversee administrative systems, processes, and internal functions.


• Ensure alignment between internal operations and organizational goals.


• Support IT systems, data governance, and digital transformation.

Strategic Initiatives


• Drive innovation and continuous improvement in all people-focused processes and services.


• Lead special initiatives related to organizational restructuring, growth, or change.

Qualifications:


• 5-7 years of senior leadership experience in human resources, people development, organizational culture, or related fields, with significant senior management responsibility.


• Expert knowledge of HR strategy and operations, including recruitment, onboarding, performance management, compensation, and employee relations. Strong understanding of organizational development, including change management, workforce planning, and succession planning.


• Demonstrated ability to build healthy, inclusive, and collaborative workplace cultures rooted in equity, trauma-informed practice, and relational leadership.


• Extensive knowledge of Canadian employment legislation, occupational health and safety regulations, and HR best practices.


• Experience developing and implementing organizational policies, frameworks, and systems that support both strategic goals and daily operations.


• Proven ability to champion equity, diversity, inclusion, and decolonization across teams, systems, and organizational culture.


• Strong leadership skills, with the ability to inspire, coach, and mentor diverse staff and build trust across all organizational levels.

Salary/Hourly Wage:
$129,382.50 – $135, commensurate with experience)
