POSITION PURPOSE

The WRPS Business Analyst designs, develops, implements and maintains systems and project solutions for the Emergency Services Cooperative. Plans and prioritizes needs; explores available options and recommends solutions to the Supervisor and ESCO IT Director. Collects data and administration policy and data access rules; researches, analyzes and documents current and future data requirements. Designs and facilitates system entry training to new and existing members of ESCO to ensure members are educated in regard to correct data entry processes and discrepancies on the system. To administer quality control systems of ESCO data entered onto Business Applications.

MAJOR DUTIES & RESPONSIBILITIES

  • Designs, develops, implements, and maintains systems and project solutions for the Emergency Services Cooperative (ESCO) within the Waterloo Regional Police Service (WRPS).
  • Plans and prioritizes technology and data needs, explores options, recommends solutions, and ensures system functionality and data integrity.
  • Collects, analyzes, and documents current and future data requirements, system configurations, and business processes.
  • Develops and delivers IT and Business Applications training programs for ESCO members, including onboarding and advanced training for new roles or promotions.
  • Identifies learning objectives, selects instructional methods, and monitors training outcomes to ensure effective knowledge transfer.
  • Creates individualized learning plans to address data entry errors and reinforce proper system usage.
  • Oversees data management, configuration, security, reporting, version control, troubleshooting, and specialized programming for business applications.
  • Collaborates with ESCO members at all levels to identify system requirements, recommend improvements, and provide technical assistance.
  • Builds strong relationships with ESCO partners to promote collaboration and consistency in system use and data management.
  • Leads and monitors projects aimed at improving data processes and workload management across ESCO branches.
  • Ensures data validity, accuracy, and security within ESCO databases, business applications, and the RCMP's CPIC systems.
  • Administers quality control processes to detect and correct data discrepancies, ensuring information accuracy and preventing duplication.
  • Communicates data entry standards and correction procedures to both sworn and civilian staff.
  • Coordinates re-education sessions and meets with supervisors to address recurring data issues and implement solutions.
  • Recognizes process inefficiencies, recommends improvements, and prepares weekly and monthly data quality reports.
  • Supports project planning, task estimation, and scheduling; assigns work, provides technical guidance, and ensures adherence to project timelines.
  • Supervises testing, training, modification, and implementation of new systems or software releases.
  • Designs and manages system prototypes and test environments, ensuring compliance with ESCO standards.
  • Troubleshoots complex system issues, analyzes root causes, and provides problem-solving support for all ESCO divisions.
  • Coordinates system development activities, including requirement gathering, analysis, design, and implementation across business units.
  • Liaises with police services across Canada to share system information, software specifications, and best practices.
  • Maintains ESCO connections with federal and provincial systems such as CPIC and ACIIS, ensuring data security and confidentiality.
  • Monitors legislative and procedural changes affecting IT and training requirements and updates programs accordingly.
  • Assists in resolving application and database issues, supporting users during transitions and upgrades.
  • Collaborates with IT staff and external ESCO agencies to manage mutual system and technical operations.
  • Liaises with vendors such as Niche, Microsoft, Bell, and the Region of Waterloo to align schedules, system upgrades, and maintenance activities.
  • Participates in vendor testing, beta programs, and evaluation of new database and transaction technologies.
  • Forecasts future system utilization and infrastructure requirements to support operational growth.
  • Designs, develops, and maintains business applications infrastructure, including CAD and Mobile Work Station (MWS) systems.
  • Supports and administers Oracle RMS systems and assists in analyzing technology needs for ongoing improvements.
  • Prepares reports, Requests for Information (RFI), Requests for Proposal (RFP), and system design documentation.
  • Contributes to ESCO's annual IT and training strategic plans, ensuring initiatives align with organizational priorities.
  • Provides technical direction and mentorship to project members, database developers, and IT staff.
  • Coordinates software upgrades, new installations, and project timelines with internal and external stakeholders.
  • Develops and maintains detailed documentation, manuals, policies, and procedures for ESCO systems and IT operations.
  • Compiles and analyzes statistical data from multiple sources, including Statistics Canada, for internal and external reporting.
  • Produces monthly and annual reports, verifies statistical accuracy, and prepares project status updates for management.
  • Reviews Uniform Crime Reporting (UCR) data generated by Niche RMS and conducts training to ensure compliance and data accuracy.
  • Recommends new procedures and systems to enhance department productivity and performance.
  • Supports supervisors by performing additional duties as needed and assumes leadership responsibilities in their absence.

SKILLS

  • Completion of a two-year college diploma in Business, Information Technology, or a related field.
  • Minimum of two years of experience in business analysis and IT software (or equivalent combination of education and experience).
  • Certified Business Analysis Professional (CBAP) designation considered an asset.
  • Strong knowledge of ESCO procedures, records management systems, and related IT applications.
  • Comprehensive understanding of Niche RMS software, CAD, CPIC, and other law enforcement applications.
  • Experience in delivering presentations and training sessions, with knowledge of adult education principles.
  • Familiarity with operational and administrative functions of ESCO, judicial processes, and court-related terminology.
  • Understanding of key legislation, including the Police Services Act, Criminal Records Act, MFIPPA, and related disclosure protocols.
  • Advanced analytical and problem-solving skills; able to interpret complex data and develop logic-based database queries.
  • Demonstrated project management skills with the ability to organize, prioritize, and meet multiple deadlines.
  • Excellent communication, interpersonal, and leadership skills to train, advise, and collaborate effectively.
  • Ability to handle sensitive and confidential information with discretion and professionalism.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Access, Outlook), Adobe Acrobat, and Internet applications.
  • Strong attention to detail and commitment to maintaining high data quality standards.
  • Valid Ontario Class "G" Driver's License (maximum six demerit points) and willingness to travel within and outside the Region.
  • Ability to meet police security clearance requirements and to maintain a high level of confidentiality.
  • Independent, adaptable, and organized with strong time-management skills.
