Job Summary
The Deputy Chief - Police Operations (North America) is responsible for overseeing CN's police operations across the entire network. This role provides strategic leadership and direction to the Senior Police Leadership Team, ensuring consistent application of best policing practices. The incumbent helps to protect and promote CN's people, business and reputation through proactive day-to-day policing activities. Additionally, the role strategizes, develops, and leads initiatives to mitigate security risks to CN and protects customers' goods, while driving CN to be the safest and most secure railway in North America.
Main Responsibilities
Strategic Support
· Protect CN's people, business, and reputation by developing and implementing strategic public rail safety initiatives across CN's network to prevent incidents through enforcement, education, engineering, and engagement activities.
· Strategize and support the operational Senior leadership Team (SLT) members to protect customer goods as they are being transported across the network and at CN facilities.
· Identify security-related trends and adjust priorities and staff accordingly.
· Develop a communication plan to proactively engage and educate internal stakeholders on the safety and policing strategy.
· Ensure cooperation and alignment with other CN departments (Transportation, Human Resources (HR), and Legal).
· Lead and participate in establishing the Corporate Security safety and policing strategy in line with CN's goal of being the safest and most secure railway in North America.
· Lead and participate in the communication of the service's Purpose, Vision, Values and priorities to operational staff.
· Engage and foster relationships with other Police Services and intelligence communities across Canada and the U.S.
· Provide security-related advice for other functions.
· Ensure that all operational direct reports are focused on attaining performance targets.
· Oversee application of best policing practices across the network.
· Ensure operational cooperation and strong relationships are established and maintained with outside police and first-responder agencies (Canada and U.S.).
Operation Management
· Oversee CN Police operations system-wide, ensuring alignment with corporate objectives.
· Provide key operational guidance and support to regional operational Assistant Chiefs (Canada and US) specific to the prevention and reduction of rail related incidents across the network.
· Oversee major security-related events including blockades, significant derailments, and determine course of action in consultation with Chief of CN Police – North America.
· Provide operational leadership, guidance, support and mentorship to the Senior Police Leadership Team (SLT).
· Ensures alignment on operational priorities for Police Service staff network wide.
· Contribute to a fluid network by preventing incidents, ensuring minimal delays when incidents occur, and ensuring fluid movement of customers' goods at all border crossings.
· Ensure operational police teams provide critical response to all network-wide emergencies as they are reported to the CN Emergency Communication Centre.
· Identify and mitigate key security threats to CN's people, business and reputation.
Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidences. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress. The role requires minimal travel (30%) across Canada and the US.
Requirements
Experience
· Minimum 10 years of policing experience with extensive police executive experience
· Demonstrated experience in overseeing and managing operational police budgets, including strategic financial planning, resource allocation, and expenditure control. Responsible for ensuring fiscal accountability across policing operations, aligning budgetary decisions with organizational priorities, and optimizing the use of organizational funds.
· Proven ability to lead budget development processes, engage with corporate finance teams, and support data-driven decision-making to enhance operational efficiency and service delivery.
· Demonstrated experience in crisis leadership and management
· Experience leading law enforcement initiatives
· Strong experience dealing with critical emergency situations
· Experience with cross-border enforcement
Education/Certification/Designation
· College Degree in Law Enforcement*
· Accredited Police Training
