Raven Indigenous Staffing is an Indigenous-owned, Ontario-licensed staffing agency focused on placing top technology, digital, and business talent with government and corporate clients across Canada. We are scaling quickly, expanding into the Ontario public sector, federal supply arrangements (ProServices, TBIPS, and others), and major corporate accounts.
We are seeking a high-performing, relationship-driven Recruiter / Business Manager to lead our Ontario talent acquisition and business development efforts. This is a hybrid role combining recruitment, account management, relationship building, and government procurement support.
Responsibilities1. Recruitment & Talent Acquisition
- Manage the full recruitment lifecycle for IT, digital, and business roles.
- Source, screen, interview, and shortlist qualified candidates.
- Build and maintain a strong pipeline of Ontario-based consultants.
- Maintain accurate candidate records within our CRM/ATS (Zoho Recruit).
2. Business Development & Account Growth
- Build and expand relationships with Ontario ministries, agencies, Crown corporations, and institutional buyers.
- Identify opportunities within Ontario vendor-of-record programs and standing offers.
- Grow corporate accounts across enterprise, mid-market, and Indigenous organizations.
- Develop trusted partnerships with hiring managers, HR leaders, PMOs, and procurement teams.
3. Government Procurement & Contracts
- Support our expansion into:
- Ontario government staffing programs
- Federal government supply arrangements (ProServices, TBIPS, SBIPS, Task-Based)
- Assist with RFP/RFQ responses, candidate submissions, rate cards, and compliance documentation.
- Prepare submission packages ensuring accuracy with government standards (matrices, COI forms, templates, résumés, etc.).
4. Relationship Building & Community Engagement
- Attend industry events, procurement forums, conferences, and Indigenous business gatherings.
- Leverage personal/professional networks to open new client opportunities.
- Work directly with the Founder to shape Ontario market strategy and growth.
RequirementsRequired Experience
- Must be located in Ontario.
- 3–7 years of recruitment experience (IT, digital, business, or government staffing preferred).
- Experience working with the Government of Ontario (VOR programs, ministries, procurement processes).
- Understanding of staffing rate structures, markup strategies, and candidate submission workflows.
- Experience serving corporate clients (banking, insurance, consulting, tech, etc.).
- Strong communication skills and ability to build lasting client relationships.
Nice-to-Have Experience
- Federal government procurement experience (ProServices, TBIPS, SBIPS).
- Existing relationships with Ontario government hiring managers or procurement teams.
- Experience with Indigenous procurement frameworks or Indigenous-owned businesses.
- Ability to assist with proposals, marketing, or communications.
Key Skills
- Excellent communication and interpersonal skills.
- High attention to detail, especially for bid submissions and compliance.
- Proactive, self-motivated, and comfortable working independently.
- Experience with ATS/CRM tools (Zoho Recruit preferred).
- Strong organization and ability to manage multiple deadlines.
