In accordance with the Coroners Act, the office of the Chief Coroner operates as an independent agency reporting administratively to the Minister of Justice via the ADM, Courts & Justice Services. The Coroner's Service is responsible for the investigation of all sudden, unexpected and unnatural deaths in the Territory. The Chief of Coroner is responsible for administration of all aspects of Coroners Act and as such, has ultimate authority for all activities related to Territorial Coroners Act. The incumbent exercises considerable authority, exercising independent judgement in carrying out these responsibilities. The Chief Coroner provides vision, strategic direction and leadership in developing and maintaining an effective and creditable coroner program.
ResponsibilitiesThe Chief Coroner:
• Develops, leads and ensures meaningful communications of a shared vision, values, mission and strategic direction in relations to policies and programs.
• Assesses future strategic direction, goals, organizational needs, and risks, and develops comprehensive plans.
• Develops, executes and directs organizational business plans as it pertains to the provision of specialized death investigations.
• Provides in-depth expertise and leadership in developing standards for coroner recruitment.
• Develops and implements training initiatives for newly recruited and existing coroners.
• Ensures the effective functioning of all operations including the development and administration of operation and administrative policies.
• Oversees the allocation and management of physical, human and physical resources.
• Responsible for the effective management of subordinate staff including establishing goals and priorities.
• Provides expertise and leadership to the Deputy Chief Coroner, community coroners, the police, various stakeholders and Government agencies.
• Builds successful relationships by consulting and partnering with government agencies
and other stakeholders.
• Represents the Coroners Service on a variety of Territorial and National Committees concerned with death prevention.
• Serves as a primary immediate contact of the office of the Chief Coroner on specific death investigations and overall program matters.
The knowledge, skills, and abilities required for this job are usually obtained through a related post-secondary degree from a recognized and accredited institution (e.g. Bachelor of Science in Nursing, Medical Degree, Law etc.) A minimum of five (5) years' experience in a related medical, legal or death investigative field. Preference will be given to candidates with previous Coroner or medicolegal death investigative experience. A minimum of two (2) years' supervisory experience is also required. The incumbent must have a valid class 5 Nunavut driver's license or equivalent from another jurisdiction which must be transferred to Nunavut within the probationary period. This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.
The incumbent must have or be eligible to receive a statutory appointment as a Coroner in order to perform duties of this position.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut's official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
