Duties:

The City of Stratford is seeking a detail-orientated and analytical Supervisor of Financial Services to join our Corporate Services team. Reporting to the Manager of Financial Services and the Manager of Revenue and Taxation, this position plays a key leadership role as part of the Corporate Management Team (CMT). The Supervisor of Financial Services provides guidance and oversight to ensure consistency, accountability, and efficiency across financial operations and supports the implementation of modernized financial practices aligned with the City's strategic goals.

Work Performed:
  • Supervise and direct Finance staff by assigning, delegating, and reviewing day-to-day accounting activities, including cash receipting, accounts payable/receivable, and reconciliations.

  • Participate in staffing processes, including interviewing, hiring, onboarding, training, and performance management of Finance Division employees.

  • Assist Managers with financial and taxation reconciliations, oversight of tax billing and collection processes, and analysis of accounts and reports to ensure accuracy and timeliness.

  • Respond to internal and external inquiries related to financial policies, property taxation, and other finance-related matters, providing clear interpretation and professional guidance.

  • Support the development, implementation, and amendment of financial policies and procedures, ensuring alignment with legislative requirements, accounting standards, and organizational goals.

  • Prepare and review reconciliations and working papers for various revenue and expenditure accounts, balance sheets, and income statements in accordance with professional accounting standards.

  • Lead process improvement and modernization initiatives within the Finance Division, identifying opportunities for increased efficiency, cost savings, and enhanced service delivery.

  • Promote collaboration across departments and with external partners to ensure consistent financial reporting, integration of services such as payroll, purchasing, and asset management, and alignment with organizational objectives.

Qualifications:
  • Post-secondary degree in Accounting, Business Administration, or a related field.

  • Minimum of four (4) years of progressive municipal or related financial experience.

Specialized Skills, Abilities, Training, License, Memberships or Certifications:

  • Chartered Professional Accountant (CPA) Designation is required.

  • Proven leadership and supervisory experience with a demonstrated ability to coach and develop staff.

  • Strong working knowledge of financial legislation, municipal accounting principles, and reporting standards (CGAAP, PSAB).

  • Proficiency with Microsoft Office 365 and financial software systems (e.g., Great Plains or equivalent).

  • Excellent organizational, communication, analytical, and problem-solving skills.
