Reporting to the Chief Housing Officer, we are hiring for two manager positions: Manager, Housing - Performance and Manager, Housing - Implementation. The Manager, Housing - Performance focuses on governance and reporting for Home is Here, strategic and business planning, financial accountability, and establishing a new data section. The Manager, Housing - Implementation will lead program delivery, manage contracts and agreements with housing providers, ensure project milestones are met, oversee fund deployment, and champion the Indigenous affordable housing program through engagement, advocacy, and development. Both roles require collaborative leaders with a strategic mindset and the ability to deliver safe, inclusive, and affordable housing for Calgarians. Primary duties include:

  • Lead the implementation and administration of Home Is Here: The City of Calgary's Housing Strategy.
  • Work collaboratively with private and non-profit developers, builders, industry associations and other organizations to accelerate housing development and expand Calgary's housing supply.
  • Participate in federal and provincial housing initiatives and provide expert advice to advocate for affordable housing with other levels of government.
  • Lead and guide staff in executing a diverse range of affordable and market housing programs, initiatives, and services to achieve strategic objectives.
  • Contribute to the creation, establishment and implementation of sustainable business plans, strategies, and actions to support current and future operations.
  • Oversee large scale affordable housing partnerships and infrastructure plans; develop new approaches to secure municipal financing for affordable housing initiatives.
  • Collaborate with the Chief Housing Officer to shape and advance future housing initiatives, strategies, and programs that address Calgary's evolving needs.

Qualifications

  • A degree in Urban Planning, Real Estate, Business, Public Administration, or related discipline and at least 10 years of related experience, including experience in a supervisory or leadership role.
  • Equivalent combinations of experience and education may be considered.
  • Expertise in capital development, particularly for residential projects, with a solid understanding of housing markets and the Canadian housing system is required.
  • Proven experience in government relations, advocacy, and community development, with the ability to build partnerships across private, non-profit, and public sectors is required.
  • Demonstrated success in creating and executing strategic vision and direction for complex organizations, ideally within service-based or public sector environments is considered an asset.
  • Knowledge of municipal government operations, preferably within large, multi-union settings is preferred.
  • A professional designation such as Canadian Institute of Planners (CIP), Chartered Institute of Housing (CIH) or related will be considered an asset.
  • You are an innovative leader with exceptional communication, engagement, and consultative skills, combined with a proven ability to build and develop high-performing teams. Demonstrated success in leading change, applying data and metrics to improve performance, and fostering collaboration across private, non-profit, and government sectors. Skilled at creating strong, positive relationships with colleagues, partners, and elected officials while advancing complex initiatives aligned with The City's corporate values.
