Community Living Oshawa/Clarington (CLOC) is a non-profit organization dedicated to providing a full range of supports to adults and children with a developmental disability. We are now accepting applications for the following position:
Human Resources Officer, Employee Services
.
The primary responsibility of all CLOC employees is to ensure personal and organizational outcomes are achieved. Reporting to the Manager, Human Resources, the Human Resources Officer, Employee Services, provides leadership to the agency's investigative and complaints resolution process, supports the grievance process and, in collaboration with the Director, Engagement, provides support to achieving EDI change initiatives across CLOC.
Reflective of the Developmental Services sector's core competencies, this position respects, implements, integrates, and upholds the principles of Equity, Diversity, and Inclusion (EDI) in all practices and procedures in alignment with CLOC's mission, vision and values.
RESPONSIBILITIES
:
1.
Investigation of Internal Complaints
• Leads and/or conducts internal investigations in collaboration with team members.
• Develops investigative plans, areas of questioning, inquiry strategies and approach in discussion, in consultation with the Manager.
• Assesses the investigation scope, determines required evidence/information, and identifies best investigation methodology and specific interview techniques to maximize the collection of evidence.
• Determines the requirement for the investigative team and selects/schedules parties to be interviewed. Identifies potential investigative barriers and recommends solutions.
• Gathers, organizes, analyzes and assesses evidence using investigative techniques and technology. Ensures procedural compliance related to CLOC policies and standards and all relevant legislation.
• Interviews/contacts all parties (e.g., complainants, respondents, witnesses); and obtains, analyzes and summarizes evidence.
• Collaborates with members of the investigative team in examining and analyzing evidence, in conducting investigation interviews/contacting parties and determining findings.
• Prepares written summaries and reports of the investigation and investigative findings.
• Provides expertise and advice on improvements to CLOC's complaints resolution process.
• Utilizes a trauma informed approach to investigations.
• Coordinates with third parties as required.

Grievance Process Support
• Provides administrative support to the Manager, Human Resources in responding to grievances.
• Oversight of CLOC's grievance reporting technology ensuring response timelines are met at every step of the grievance process.
• Ensures accurate documentation and record keeping of all grievances.
• Responsible for providing regular reporting to Director, Engagement on key metrics.
• Administrative support and participation in weekly grievance meetings.
• Participate in step 2 and step 3 meetings as required.
• Participate in mediation as required.
3.
Equity, Diversity and Inclusion (EDI) Support
• Work collaboratively at all levels of the agency to support EDI change initiatives in alignment with CLOC's strategic plan.
• Utilize knowledge of best practices, contribute to the development of an EDI strategy and implementation of EDI initiatives and trainings across CLOC.
• Support CLOC's membership at the DS Sector's EDI Community of Practice Table.
• Support CLOC's efforts of building and sustaining an equity focused, healthy workplace culture that is fair, consistent, and respectful.
• Demonstrate an understanding of how anti-oppressive frameworks intersect with investigation/complaint resolution

Provide services in a way that respects the dignity and independence of all persons with a commitment to ensuring that customers with disabilities receive accessible goods and services with the same quality and timeliness as others do.
Education
:
Post-secondary/graduate designation in Human Resources or equivalent acquired through an academic institution that is registered and regulated by the Ministry of Education.
Experience
:
Minimum of five years of recent and relevant experience in Human Resources with a minimum of five years within a unionized, non-profit organization
Knowledge
:
• Incumbent must have relevant computer skills
• Incumbent must have a knowledge of human resource practices, applicable legislation, and best practices.

Credentials
:
A valid Ontario's Driver's license (minimum G-class), Valid First Aid/CPR
