Description

The Supervisor – HR Business Partner (HRBP) plays a critical role in aligning human resources practices with the strategic objectives of the water utility organization. This position oversees HRBP staff, partners with operational leaders, and ensures workforce strategies support reliable water service delivery, regulatory compliance, and community sustainability.

The role requires a balance of strategic HR leadership and hands-on operational support, with a focus on employee engagement, workforce planning, and organizational development in a highly regulated utility environment.

Examples of Duties
    • Lead and mentor HRBP team members, ensuring consistent application of HR policies and practices.
    • Provide guidance on employee relations, performance management, and workforce planning.
    • Collaborate with Engineering, Technology, Operations, Administration and Finance to identify HR needs.
    • Align HR initiatives with organizational goals.
    • Act as an advisor to business leaders on issues relating to policy interpretation
    • Oversee resolution of employee concerns, grievances, and disciplinary actions.
    • Support succession planning, talent acquisition, and retention strategies for critical utility roles.
    • Lead HR initiatives during organizational changes, technology upgrades, or infrastructure projects.
    • Support communication strategies to engage employees during transitions.
Typical Qualifications

Education: Bachelor's degree in Human Resources, Business Administration, or related field (Master's preferred).

Experience:

  • 5–7 years of progressive HR experience, with at least 2 years in a supervisory or HRBP role.
  • Experience in utilities, energy, or other regulated industries strongly preferred.

Skills:

  • Strong knowledge of labor laws, union relations, and regulatory compliance.
  • Excellent communication, negotiation, and conflict-resolution skills.
  • Ability to balance strategic HR planning with day-to-day operational support.
  • Proficiency in HRIS systems and workforce analytics.
