Role Responsibilities

The Ministry of Primary and Preventative Health Services is looking for a Director - Financial Reporting.

The Director leads the unit operations and ensures resources are planned and directed to effectively and efficiently deliver outcomes. In addition to developing, implementing and evaluating strategies and processes for achievement of key outcomes, the Director is also responsible for mentoring, guiding and supervising staff as they contribute towards achieving the mandate and goals of the branch.The Director is also accountable for the effectiveness of the Ministry's financial processes and practises, including providing leadership to ensure appropriate financial and internal controls are established by overseeing the establishment, review and continual enhancement of relevant financial policies.

Job Responsibilities:

  • Ensure Ministry financial reporting and internal controls comply with legislation, policies, and standards, and operate efficiently and effectively to support program delivery and achievement of business plan goals.
  • Interpret legislative and regulatory requirements, develop and implement processes to ensure compliance, maintain effective internal controls, meet business needs, and review procedures to drive continuous improvement.
  • Oversees provision of comprehensive financial advice and guidance to program areas to facilitate the efficient and effective delivery of programs and financial accountabilities.
  • Working with the Office of the Auditor General (OAG) to coordinate and lead the year-end financial statement audit.
  • Manages human resource issues (e.g. recruitment, performance management, professional development plans, and supervision).
  • Provides consultation and recommendations for issues, opportunities, and challenges associated with financial reporting, including active contribution to business planning and reporting activities.
  • Provides guidance and oversight to the preparation of action request responses; briefings, correspondence and recommendations for consideration by senior Ministry representatives, ensuring materials are accurate, comprehensive and consistent with relevant legislation, regulations and standards.
  • Maintain up-to-date knowledge of Public Sector Accounting Standards and effectively assess the financial reporting impacts on implementation of new standards and communicate impact to senior management.
  • Manage, direct, and lead the year end activities to ensure timely submission to the OAG and the Office of the Controller.
  • Build, lead, and develop a high-performing team by recruiting, mentoring, and supporting staff in achieving performance goals and continuous learning aligned with Ministry goals.
  • Provide direction and leadership in the preparation of ad hoc reports and relevant briefing materials for the Executive Committee/Deputy Minister/Minister for appearance before Treasury Board and other committees (e.g. Public Accounts Committee).

Qualifications

Required:

  • Professional accounting designation (CPA) is required.
  • A University graduation in a field related to the position assignment, supplemented by seven years progressively responsible experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.
  • Management level experience supporting and dealing with executive management concerning strategic, financial operations and policy, accountability, internal audit/internal control and program related issues.
  • Knowledge of accounting, financial management and reporting theories and concepts including Generally Accepted Auditing Standards, GAAP and PSAB

Assets:

  • Knowledge of GoA and Ministry policies, procedures, guidelines and directives.
  • Experience providing strategic direction and leadership to a department on controlled entities, legislative requirements, governance and standard GoA processes for monthly, quarterly and year-end reporting.
  • Strong understanding of GoA's financial system (1GX) to ensure compliance with PSAS and other relevant government legislation.
  • In-depth knowledge of best practices across GoA ministries, enabling effective implementation of applicable financial controls within the Ministry.
