The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting, and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. There are three top leadership priorities that support this One Finance approach: proactively supporting our talent across the finance community; providing collaborative and responsive services to our business partners; and actively engaging in continuous improvement of the way we support each other and do business within our teams and across the entire finance community.
Role ResponsibilitiesThis position is very crucial for the comprehensive financial management of ministry's financial reporting and provides advice, analysis, consultation and training to the program areas to ensure compliance with financial requirements, manages the preparation of Ministry financial information and templates in accordance with Public Sector Accounting standards and Treasury Board and Finance's guidelines and is accountable for the audit requests by the Office of Auditor General on an ongoing basis.
Reporting to the Director, Financial Reporting and Operations, the Manager leads the operations of the Financial Reporting team, and may act for the Director, as needed, with full delegated authority. The Manager provides or oversees the provision of training, consultation and advice to line areas to assist them in carrying out their financial responsibilities in pursuit of their business plan objectives. Financial advice and recommendations are provided to senior management to respond to queries and ad hoc report requests, and to all Ministry program areas to resolve nebulous or complex issues. The incumbent ensures that Ministry's interests are represented on cross-government initiatives by representing the department on various working committees.
Responsibilities include:
- Develop and maintain Ministry-wide accounting policies and financial operation business processes to facilitate the efficient and effective delivery of Ministry business.
- Monitor changes to Generally Accepted Accounting Principles (GAAP) and ensure they are implemented in the financial statements.
- Oversee analysis of financial processes and make recommendations to line areas for areas of improvement.
- Provide financial advice and guidance to all levels of line management throughout the Ministry, assisting them to resolve complex management issues and ensuring that they comply with
- Treasury Board and internal financial policies.
- Oversee the completion of daily, monthly and quarterly account and sub-ledger reconciliations.
- Manage the preparation and review of quarterly and annual ministry financial information and reports.
- Liaise and provide financial information for the Office of Auditor General audits.
- Ensure that the duties of Accounting Officer are effectively discharged in accordance with the Financial Administration Act (FAA).
- Present draft financial information to senior and executive ministry leaders for approval for inclusion in the Ministry Annual Report, and submission to the Office of the Auditor General.

QualificationsRequired:
- A University graduation in Business with a focus in Accounting or Finance supplemented by four years related experience. Related experience or education may be considered as an equivalency on a one for one basis.
- Professional accounting designation - Chartered Professional Accountant (CPA) is required.
- Supervisory experience is required.
Assets:
- Experience in dealing with audit, financial statement preparation, internal control and risk management issues.
- Proven ability to apply knowledge of the Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAS).
- Experience and knowledge of the requirements of the Government of Alberta's applicable legislation (e.g., Financial Administration Act, Sustainable Fiscal Planning and Reporting Act, Government Accountability Act).
- Extensive and in-depth knowledge of government specific accounting policies and procedures, including the government's financial policies, systems and controls relating to financial management (i.e., Treasury Board Directives, Financial Management Manual).
- Deep understanding of the use of 1GX reporting tools to create financial statements.
