How you will contribute as part of the TRCA team:
The Senior Manager, Human Resources leads a team of HR professionals by providing guidance and strategic advice to achieve strategic organizational goals and objectives. Providing sound counsel and coaching on human resource and employee related matters, the Senior Manager, Human Resources develops and implements human resource strategies and processes in support of a high performing culture.
Major Responsibilities:
- Leads the design, development and implementation of HR programs, policies and procedures, proactively evaluating for opportunities for enhancements based on best practice research, legislation and to ensure TRCA is offering a full comprehensive suite of HR services.
- Manages all aspects of employee relations program, including providing guidance, facilitation, and mediation and coaching with the goal of resolution of complex issues, as well as leading workplace investigations, to maintain employee engagement while minimizing costs and risks.
- Supports the CHRO with the development and management of a comprehensive total rewards strategy that aligns employee rewards with results that support the organization's objectives. The total rewards strategy and programs enable the organization to attract, reward, and retain top talent. This includes TRCA's compensation program including the job evaluation process ensuring a fair, legislatively compliant, externally competitive, and internally equitable hierarchy of jobs. Oversees and provides recommendations with respect to TRCA's Benefits Program (health and dental, LTD, EAP, Life Insurance, AD& D) and OMERs pension plan.
- Leads the development and execution of TRCA's talent management strategy, including workforce planning, which aligns with and supports the organizational strategy. Oversees the full recruitment lifecycle starting from creating employer brand awareness, to the application process, through to the selection and offer stages, ensuring TRCA is able to attract and retain top talent.
- Oversees TRCA's Human Resource Information System (HRIS) including planning and directing continual improvements of the HRIS to support organizational and HR objectives. Oversees the regular maintenance and improvement of the HRIS and proposes new solutions to improve HR processes within the organization. Ensures proper data integrity and audit controls are in place and oversees HR reporting by developing regular dashboards and ensuring internal client data requests are fulfilled in a timely manner.
- Leads a team in daily / weekly duties within a business unit/division or at a site, delegating tasks and supporting the development of the people on the team.
- Manages employee performance and individual team performance.
- Supports a culture of workplace equity and inclusion that celebrates diversity.
- Prepares annual budget for area of responsibility by participating in the planning process for cross-division/business unit / overall organizational budget process; ensuring financial plans are in alignment with the overall divisional plan.
- Builds and maintains external stakeholder relationships; working strategically with internal and external stakeholders, utilizing networks to establish and activate connections to achieve organizational goals and to explore new opportunities.
What will you need to succeed:
Education (degree/diploma/certifications/licenses)
- University degree in Human Resources Management or related field of study
- Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) with the Human Resources Professionals Association or in progress
- Valid Ontario "G" Driver's License
- Successful clearance of a Criminal Background Check
Experience
- 7+ years of experience in Human Resources
- 3+ years of progressive managerial experience
- Significant employee relations experience in a fast-paced environment
- In-depth experience in managing multiple key HR processes; specific experience in change management
Knowledge/Skill/Ability – Competencies
- Thorough knowledge of employment legislation including but not limited to the Employment Standards Act, Ontario Human Rights Code, AODA
- Influential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts
- Ability to use critical thinking to evaluate problems, gather information, understand causes, and identify best possible solutions
- Demonstrated ability to lead change initiatives and to foster a positive employee relations environment.

- Strong computer proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint), as well as Human Resources Information Systems (HRIS) and Applicant Tracking Systems (ATS)
