As the Coordinator of Development Commitments, you will manage a team that oversees various aspects related to development projects within The City of Calgary. You will be responsible for evaluating the risk associated with developers, negotiating infrastructure obligations with developers, approving construction of infrastructure, collecting offsite levies, mitigating multi-million-dollar liabilities, approving the return of securities and ensuring the overall balance between the needs of City groups and developer requirements. Primary duties include:
- Manage a team of professionals by overseeing recruitment, onboarding, and training; setting clear performance expectations; assigning and reviewing technical work; and ensuring service standards are consistently met.
- Foster employee growth through regular career conversations, professional development planning, and accountability for results.
- Oversee the offsite levy invoices and payments, Developer Funded Infrastructure Stabilization Fund (DFISF), performance security acceptance and reduction, and fees related to indemnification agreements and related inspections.
- Build and maintain relationships with contractors, consultants, and technical members of BILD Calgary Region, including its Board of Directors. Chair emerging issues meetings as The City's main representative.
- Oversee construction drawing submissions, circulation, and approvals, as well as the as-built review process. Ensure compliance with The City's Professional Practice Management Plan for developer-funded and constructed public infrastructure.
- Collaborate with internal teams to update standard development agreement terms and conditions and serve as the subject matter expert on design guideline and specification changes.
- Manage the development agreement request and administration process. Assign developers to performance tiers and classify contractors based on historical performance, ensuring The City's liability for infrastructure projects is minimized.
Qualifications
- A degree in Engineering and at least 10 years of relevant public or private sector professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. - Equivalent combinations of experience and education may be considered.
- A Project Management Professional (PMP) designation will be an asset.
- You effectively manage resources to deliver results aligned with business goals while developing strategic solutions for current and future challenges. Success in this role requires strong relationship management, engagement, communication, collaboration, problem-solving, strategic thinking, and negotiation skills.

- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
