The Opportunity
Our Canadian Regulatory Compliance, Canada Gas team is currently looking to add a Regulatory Compliance Specialist based in Calgary, AB.

Reporting to the Manager, Canadian Regulatory Compliance, this position is responsible for providing regulatory advice and support to business units, as well as TC Energy's internal programs and processes, and ensure compliance with regulatory requirements and company standards. The position requires the ability to establish and maintain relationships across the business, enhance credibility and trust, and influence and manage at multiple levels of the organization.

The successful candidate will regularly communicate with Regulatory Authorities and agencies regarding incidents, compliance verification activities and emergencies as well as current and proposed regulations, legislation, and guidelines. This position will be tasked with developing and managing Canadian compliance programs, as well as undertaking corporate initiatives on behalf of Canadian Regulatory Compliance.

What You'll Do

  • Lead and manage internal regulatory issues to resolution in collaboration with TC Energy stakeholders
  • Provide verbal and written notification to regulatory authorities and agencies in Canada when reportable incidents have occurred
  • Facilitate and lead regulatory compliance verification activities driven by regulators, including implementation assessments, emergency management exercises and audits
  • Work with company subject matter experts to guide investigations, prepare associated written reports and develop responses to and resolve associated compliance enforcement tools
  • Support for TC Energy's internal programs and processes, including management systems
  • Provide guidance on established regulations, standards, best practices, company policies, procedures, practices and their applicability to the company
  • Respond and manage reportable incidents/accidents
  • Collaborate with related functional resources and peer Compliance Team Members to identify, establish and support effective company-wide compliance programs
  • Implement regulatory initiatives related to standards, processes, and/or procedures
  • Identify process improvements and best practices observed in the field or recommended by others, and ensure implementation by working with key stakeholders
  • Represent TC Energy in all aspects of regulatory requirements with regulators
  • Disseminate information on key issues related to regulatory compliance and be able to communicate this information to senior leadership so informed decisions can be made
  • Participate in a team-based 24/7 on-call rotation to ensure timely reporting of events and unauthorized activities to CER, BCER and TSB through monitoring Enablon and responding to telephone inquiries for incidents and events that require reporting
  • Prepare written reports and information request responses to regulatory authorities, and assisting in the preparation and review of written reports by others to provincial agencies
  • Lead or support the development, implementation, and continuous improvement of compliance tracking tools and systems, including commitment and condition trackers, to ensure timely and accurate reporting to regulators
  • Participate in lessons learned and continuous improvement initiatives, integrating feedback from incidents and regulatory exchanges into lifecycle asset management strategies

Minimum Qualifications

  • Requires graduation from a 2- or 3-year technical school program or associate degree in engineering technology
  • 8 years of related experience
  • Knowledge of energy regulations and operations in the oil and natural gas pipeline industry (in particular BCER and CER)
  • Very strong communication (written and verbal) and facilitation skills with ability to tailor delivery to suit all levels of audience

Preferred Qualifications

  • Advanced knowledge of many aspects of pipeline operations including engineering, safety, and compliance
  • Demonstrated strong planning, organizing, prioritizing, strategic thinking and project management skills
  • Skilled with prioritizing multiple projects on a timely basis in a deadline-driven environment
  • Ability to work with formal and informal organizational networks as well as demonstrated ability to work effectively with all levels of the organization
  • Demonstrate strong knowledge of Management System principles, particularly as outlined in the Onshore Pipeline Regulations from the Canada Energy Regulator (CER), and a solid understanding of quality assurance activities to ensure regulatory compliance and continuous improvement
  • Experience with regulatory reporting systems such as Enablon, including incident classification, notification protocols, and follow-up actions
  • Familiarity with CER-regulated assets and lifecycle phases, including emergency management, field inspections, and stakeholder liaison activities
  • Ability to interpret and apply CSA Z662 and other relevant standards in the context of pipeline integrity, safety, and operational compliance
