Project Overview

The Coordinated Access System (CAS) Team Lead and CAS Community Coordinator (CAS Community Partnership Team) work in collaboration with the Affordable Housing Association of Nova Scotia (AHANS), as the CAS Lead Agency, and with all community partners involved in the homelessness-serving system across HRM.

The team builds capacity through training, practical support, and strong relationships; helps agencies navigate the realities of entering and updating information in HIFIS and the By-Name List; and develops strategies that make day-to-day data entry clearer, more consistent, and easier to integrate into frontline work. This includes supporting staff with questions, offering troubleshooting, and reinforcing shared practices across the system.

Activities

The Community Coordination Partnership Team will work closely with AHANS (as the CAS Lead Agency), Reaching Home, all agencies participating in Coordinated Access, and the HRM CAS Governance Committee (when relevant) to complete the following activities:


• Strengthen day-to-day implementation of Coordinated Access across the community

Provide practical, front-facing support to agencies on completing and updating BNL referrals, navigating HIFIS, and maintaining client information. Support teams in finding workable strategies to reconnect with clients, improve update practices, and use system tools effectively. Offer guidance and training grounded in the realities of frontline work and identify recommendations to improve BNL processes, Matching & Referral, and other CAS components.


• Identify barriers and system pressures affecting CAS processes

Recognize situations where local or provincial practices unintentionally circumvent community-approved CAS procedures, and work with partners to address these challenges in a proactive, client-centered way that supports consistency across HRM.


• Support continuous improvement of CAS components

Gather feedback, analyze emerging trends, and identify opportunities to strengthen access points, referral pathways, assessments, prioritization, and Matching & Referral processes. Share these insights with AHANS and the Governance Committee to guide system improvements and future implementation work.

The Community Coordinator will:

  1. Provide day-to-day agency support — respond to questions, troubleshoot CAS/BNL/HIFIS issues, and offer one-on-one help as needed.

  2. Coordinate visits and trainings — schedule sessions, prepare materials, track attendance, and document key themes.

  3. Maintain accurate records — capture visit summaries, questions, and trends, and share them with the CAS Team Lead to guide decision-making.

You will receive support, guidance, and encouragement from the YWCA senior leadership, finance, and communications teams. We will work with you on this and support your success.

Qualifications and Requirements:

  • Familiarity with transitional and affordable housing, Coordinated Access System (CAS), By Name List (BNL) are HIFIS are strong assets.
