POSITION SUMMARY
The Health & Safety Manager is responsible for developing, implementing, and overseeing all safety programs and compliance initiatives across DEC's data center construction projects in the Montreal region. This role ensures adherence to provincial, federal, and client safety regulations, fosters a proactive safety culture, and supports project leadership in maintaining a safe and productive work environment.
The ideal candidate will have strong experience in construction safety management within large-scale, MEP-intensive, or data center projects, with the ability to lead site teams and subcontractors toward achieving best-in-class safety performance.
KEY RESPONSIBILITIES
Safety Leadership & Compliance
- Lead all aspects of health, safety, and environmental (HSE) management across multiple project sites.
- Develop, implement, and continuously improve company-wide safety policies and procedures.
- Ensure full compliance with CNESST, provincial, and federal safety requirements, as well as client standards.
- Conduct and document regular site inspections, audits, and risk assessments.
- Maintain accurate records of incidents, corrective actions, and compliance reports.
Training & Awareness
- Deliver safety orientations for employees, subcontractors, and site visitors.
- Conduct toolbox talks, hazard assessments, and targeted training sessions.
- Support superintendents and site managers in enforcing safe work practices and identifying potential risks.
- Promote a strong safety culture through proactive communication, mentorship, and recognition programs.
Incident Investigation & Reporting
- Lead incident, near-miss, and root-cause investigations.
- Develop and monitor corrective and preventive action plans.
- Liaise with regulatory agencies and provide timely reporting to leadership and clients.
Collaboration & Continuous Improvement
- Work closely with Project Managers and Superintendents to integrate safety planning into pre-construction and daily operations.
- Participate in project kickoff meetings to identify potential safety challenges and mitigation measures.
- Research and recommend emerging safety technologies and innovations to enhance site performance.
- Support company-wide initiatives aimed at continuous improvement and maintaining a zero-incident record.
QUALIFICATIONS
Education & Experience
- Diploma or Bachelor's degree in Occupational Health & Safety, Environmental Science, Construction Management, or related discipline.
- Minimum 5 years of experience managing safety programs in commercial, industrial, or data center construction environments.
- Proven track record implementing effective safety programs within EPC or MEP-heavy projects.
Skills & Competencies
- Strong knowledge of Quebec and Canadian occupational health and safety regulations (CNESST).
- Skilled in hazard identification, risk assessment, and incident investigation.
- Excellent leadership, communication, and interpersonal skills.
- Ability to influence and motivate diverse teams to prioritize safety.
- Proficient in safety management software and Microsoft Office Suite.
- Bilingual in English and French preferred.
Certifications (Preferred)
- CNESST-recognized Health & Safety Certification.
- Construction Health & Safety Officer (CHSO) or equivalent designation.
- OSHA 30-hour or Canadian equivalent certification.
- First Aid/CPR Certification.
- Valid driver's license and willingness to travel across project sites.
