The Ministry of Hospital and Surgical Health Services is leading the transformation of Alberta's acute care system through the creation of Acute Care Alberta, a new provincial health agency that will coordinate services across Cancer Care Alberta, Give Life Alberta, and the Emergency Health Services Corporation. These organizations work together to enhance accountability, improve coordination, and ensure timely access to high-quality care for all Albertans. The ministry is also implementing key recommendations from the Alberta EMS Provincial Advisory Committee to better support paramedics and build a more sustainable emergency health services system for the future.

The Procurement Strategic Services Branch has been established to modernize procurement oversight across the health sector. Its core mandate includes strategic procurement advisory services, policy leadership, and innovation enablement in alignment with health care standards, national & international trade agreements, and provincial legislation.

Role Responsibilities

This role provides strategic leadership and expert support across the Ministry's procurement activities, ensuring alignment with policy, legislation, and strategic goals. It guides early-stage procurement planning with client program areas, leads complex and sensitive procurements requiring tailored approaches, and develops innovative procurement models and tools to advance best practices. The position also contributes to branch leadership through strategic planning, team development, and mentoring , helping build a high-performing, collaborative procurement team. A key contributor to innovative procurement design, the Specialist develops models and tools tailored to the health system's diverse needs. They support client programs in early planning stages, helping shape requirements and strategies before formal procurement begins. Select, high-impact procurements are led from start to finish, with full coordination of documentation, evaluations, and contract finalization.

Responsibilities include:

  • Providing strategic guidance to ensure procurement activities align with policy, legislation, and ministry objectives.
  • Reviewing procurement documents and approaches for consistency and compliance.
  • Advising on complex procurement planning, identifying risks, and recommending solutions.
  • Supporting interpretation of trade agreements and procurement frameworks.
  • Assisting client areas with early-stage planning and translating business needs into clear specifications.
  • Recommending procurement methods based on complexity, risk, and value.
  • Leading select, high-impact procurements from initiation through to contract finalization.
  • Coordinating evaluation processes and managing vendor communications.
  • Collaborating with legal, policy, and program teams to support contract development.
  • Designing and piloting innovative procurement tools and templates.
  • Promoting strategic sourcing and sharing best practices across ministries.
  • Contributing to branch planning, performance tracking, and improvement initiatives.
  • Mentoring junior staff and supporting team development.
  • Participating in recruitment and assuming acting leadership responsibilities as needed.

Qualifications

Minimum Recruitment Standards

Program Services 4 Requirements:

University graduation in a related field ( e.g: Business or Public Administration) plus 4 years progressively responsible experience in procurement and contract management

Equivalencies: Directly related experience or education considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Preferences:

  • Has completed formal training in any of the following: project management, risk management, contract law, or public sector procurement
  • Experience handling information technology concepts as they relate to procurement operations or master agreements
  • Experience working with various industries to negotiate pricing or contract terms across various sectors
  • Leadership experience through mentorship of staff or collaboration with senior leadership
  • Ability to take on supervisory responsibilities and coach staff
  • Experience with applying procurement legislation, policies, projects, and trade agreements such as Canadian Free Trade Agreement (CFTA), the New West Partnership Trade Agreement (NWPTA), and the Agreement on Internal Trade (AIT) in complex procurement scenarios

    Assets:
  • Certification by or enrollment in a professional procurement organization
  • Professional designation such as Supply Chain Management Professional (SCMP) or Certified Public Procurement Officer (CPPO).
