Location

This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall, 426 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be required to be on site 50% of the time each month.

Position Overview

This position is responsible for the interpretation, coordination, strategic direction, and implementation of the legislated requirements of the Accessibility for Ontarians with Disabilities Act (AODA) and its Regulations. This position also provides advise, training, and support to City staff, volunteers, Council, and the community to enhance accessibility across municipal programs, services, and facilities.

Responsibilities

In this role, you will:

  • Review development applications to ensure compliance with AODA requirements, preventing the creation of new barriers and promoting accessible design that accommodates the widest range of users.
  • Ensure the City meets all regulatory obligations, including the preparation and submission of multi-year accessibility plans and progress reports.
  • Conduct AODA and Ontario Human Rights Code risk assessments to identify areas of non-compliance or potential exposure across the corporation. Recommend corrective actions and departmental investments that significantly enhance accessibility.
  • Develop and deliver accessibility training programs for staff, management, and Council as required.
  • Serve as the City's primary point of contact for the Accessibility Directorate of Ontario, other municipalities, community organizations, residents, City Council, and staff regarding AODA matters.
  • Act as staff liaison to the Burlington Accessibility Advisory Committee, providing information, support, and feedback as appropriate.
  • Coordinate the transition of AODA compliance and accessibility responsibilities into a shared, organization-wide framework, ensuring accountability is supported across departments rather than concentrated in a single role.
  • Provide expert advice and consulting services to staff and Council on best practices in accessible design, policy development, and service delivery.
  • Conduct research and benchmarking to ensure the City adopts leading accessibility practices, standards, and solutions.
  • Participate in corporate and interdepartmental teams to integrate accessibility considerations into project planning and implementation.
  • Plan and deliver public education initiatives during National AccessAbility Week and the International Day of Persons with Disabilities.
  • Perform other related duties as assigned.

Requirements

You possess a degree or diploma in Accessibility Studies, Social Services, Humanities, Inclusive Design, or a related discipline, supported by four (4) to seven (7) years of relevant experience in accessibility, disability, equity, or social justice—preferably within a municipal setting. You have a strong understanding of the Accessibility for Ontarians with Disabilities Act, 2005 (AODA), the Integrated Accessibility Standards Regulation (IASR), the Ontario Human Rights Code (OHRC), and related federal and provincial legislation impacting persons with disabilities. You are also knowledgeable about community resources, services, and organizations that support accessibility and inclusion.

To be successful in this role, you can build consensus among groups that have varied and sometimes conflicting interests. Your strong facilitation and conflict resolution skills are complimented by proven communication and organizational skills.

This position may require occasional travel between sites and/or City facilities.

Police Check Requirement

This position requires the successful candidate to provide a clear criminal record check with a vulnerable sector screening at their own expense.

Accommodations

In accordance with the Accessibility for Ontarians with Disabilities Act, the City of Burlington accommodates the individual needs of applicants with disabilities within the recruitment process. Please call us at or email us at:

if you require accommodation to ensure your equal participation in the recruitment and selection process.

Note to Applicants:
