The successful candidate will be a builder and convener—a widely respected leader, whether a senior clinician, health-system administrator, or experienced health-sector executive—trusted across the system and skilled at bringing people together. Reporting directly to the City Manager, the Health Care Administrator will serve as Surrey's primary municipal lead for healthcare planning, earning credibility and trust from day one.
The Ideal Candidate
The City of Surrey is seeking a respected leader with:
- A collaborative, solutions-oriented leadership style – someone who highlights Surrey's successes while constructively advancing improvements, celebrating what's working and pushing for more without grandstanding or adversarial posturing.
- Proven delivery – a demonstrated track record of expanding access to primary care (e.g., clinics, attachment initiatives, novel care models), managing complex multi-stakeholder projects under tight timelines, and turning policy into on-the-ground services.
- Deep knowledge of British Columbia's health system – including Fraser Health operations, provincial roles, funding and contracting pathways – alongside strong existing relationships across the sector.
- Political acuity and communication strength – the ability to brief elected officials, engage media with measured, evidence-based language, and provide clear, trusted public communication.
- Commitment to equity and cultural safety – with experience working respectfully alongside Indigenous partners and diverse communities.
- High integrity, discretion, and a non-partisan approach – ensuring trust and credibility from day one.
Scope

In response to the deepening health care crisis in Surrey, the City of Surrey is seeking a Health Care Administrator to directly confront health-care inequities and advocate for meaningful, measurable change.
Reporting directly to the City Manager, the Health Care Administrator will serve as the primary municipal lead for addressing health-care service gaps in Surrey. This role will involve cross-sector collaboration, in-depth policy research, stakeholder engagement, and strategic planning.
Responsibilities
- Conduct strategic research, policy analysis, and environmental scanning
- Coordinate cross-departmental and intergovernmental partnerships and collaboration
- Identify and assess non-traditional, community-led, or innovative models to expand access to family doctors in Surrey
- Liaise with Fraser Health, the BC Ministry of Health, and other relevant bodies to strategically advance work addressing health-care inequities in Surrey
- Lead planning and development of a Municipal Medical Clinic in collaboration with various stakeholders, including healthcare professionals, municipal authorities, and community representatives, to achieve project goals
- Champion the needs of Surrey's residents in healthcare system planning, service delivery, and funding allocations
- Monitor, analyze, and publicly report on local healthcare disparities and progress toward resolving them
- Develop policies, conduct feasibility assessments, and lead comparative analyses to advance health-related equity goals
- Work closely with the Dean of the SFU Medical College at the new Surrey campus to align municipal health priorities with academic and clinical initiatives
- Master's degree in Health Administration, Public Health, Public Policy, or a related field
- 5–10 years of experience in healthcare systems planning, administration, or public policy development
- Deep understanding of British Columbia's healthcare structure, including the respective roles of municipal and provincial governments, Fraser Health operations, and funding frameworks
- Experience in intergovernmental relations or healthcare advocacy roles is highly desirable
- Proven ability to manage complex, multi-stakeholder projects under tight timelines
- Exceptional written and verbal communication skills; experience presenting to elected officials and public audiences
