Manager - Development Partnerships, AHDR
Reporting to the Director, Affordable Housing Development and Renewal (AHDR) Division, the Manager, Development Partnerships is responsible for implementing projects and initiatives within the AHDR Division through strategic partnerships with third party organizations, developers, non-profit housing providers, faith-based organizations and others to help build Durham's broader affordable housing ecosystem. This position contributes to the long-term goals of the organization by building capacity for affordable housing development, supporting the Region of Durham's Housing and Homelessness Plan, and the 10 Year Housing and Homelessness Service and Financing Strategy.
The incumbent will:
- Lead Regional activities to facilitate new affordable and mixed market housing projects through third party development partnerships
- Lead and oversee the administration of the Region's At Home Incentive Program (AHIP), including evaluating and recommending eligible housing projects and facilitating program development.
- Oversee and/or coordinate due diligence, project design, project management and delivery including retrofits of existing buildings that increase capacity for other Social Service-related initiatives in close collaboration with affected Divisions.
- Lead and inform community and stakeholder outreach, communications materials, advocacy and engagement in consultation with affected Divisions and Corporate Communications.
- Research, evaluate and recommend quality or program enhancements to support capacity building for partnership developments.
The successful applicant will possess:
- A Degree in Engineering, Architecture, Planning, Public Administration or a related field and extensive related experience
- Project Management Professional (PMP) designation.
- Previous experience in project planning and development of affordable housing development projects.
- Experience in conceptual design, site selection, due diligence and project costing
- Knowledge of homelessness issues, the affordable housing development climate and emerging trends in community housing and the larger housing sector.
- Strong knowledge of design, development and municipal approval processes.
- Strong leadership and negotiation skills with the ability to build and maintain collaborative professional relationships and influence without authority to gain consensus.
- Knowledge or experience with communicating complex topics to a variety of stakeholders in a clear, concise, and accessible format
- Demonstrated experience with project coordination/ administration in a government, private sector, or not-for- profit environment
- Ability to recognize and respond effectively to political sensitivities
- Demonstrated ability to complete multiple, diverse and complex technical projects
- Proven ability to foster a collaborative team approach to decision making
- Results-oriented with an orientation to continuous improvement, enhancing efficiency and a view to contributing to overall organizational success
- A demonstrated ability to provide high-quality service with consideration for equity and accessibility, and a demonstrated willingness to adapt programs and services to meet diverse needs.
- Excellent analytical and communication skills
- Class 'G' driver's license and use of a reliable vehicle
Management & Exempt Salary Grade 8
- Salary: $128,162 to $160,203 per annum
