As the Leader, Risk Management and Insurance, you will oversee The City's risk management and insurance programs, advancing a holistic and integrated approach to risk that supports organizational priorities, protects public assets and services, and strengthens The City's ability to anticipate and respond to emerging risks. In this leadership role, you will partner closely with business units to embed risk awareness into planning and operations, guide risk mitigation discussions, and support risk-based decision making. Your expertise will inform strategic initiatives and strengthen The City's ability to protect its people, infrastructure, reputation, and financial sustainability. Primary duties include:

  • Oversee The City's corporate insurance program, including annual placements, renewals, negotiations, budgeting, risk analysis, and premium allocation.
  • Represent The City to domestic and international insurance markets to secure cost-effective coverage aligned with municipal exposures.
  • Provide expert advice on indemnity and insurance requirements for major projects, procurements, partnerships, and intergovernmental agreements.
  • Lead the administration and oversight of Owner Controlled Insurance Programs for capital projects.
  • Develop and maintain corporate risk policies, standards, procedures, and controls in alignment with municipal best practices.
  • Advise senior leaders and business units on risk appetite, governance, controls, and mitigation strategies to promote a proactive risk culture.
  • Support business continuity planning, emergency management, incident response, and organizational resilience initiatives.
  • Conduct risk reviews and assessments to identify vulnerabilities and develop mitigation strategies.
  • Monitor risk indicators, claims trends, and emerging risks; analyze data to recommend solutions that reduce exposure and strengthen financial sustainability.
  • Prepare presentations, reports and recommendations for Directors, the Executive Leadership Team, Audit Committee and Council.
  • Build strong relationships with internal clients, municipal peers, insurers, brokers and legal counsel.
  • Provide leadership, coaching and development to the Risk Management & Insurance team to support a high-performing and engaged workforce.

Qualifications

  • A degree in Commerce, Risk Management, Business Administration, or a related discipline, with at least 10 years of progressive experience in risk management, insurance, contract analysis, and related fields.
  • A Chartered Insurance Professional (CIP) or Canadian Risk Management (CRM) designation is required; equivalent designations will be considered an asset.
  • Preference will be given to candidates with demonstrated expertise in domestic and international insurance placements, municipal underwriting practices, the Municipal Government Act, and tort law.
  • Exceptional communication, analytical, and relationship-building skills, with strong political acumen and proven experience leading teams and driving improvement in a large public-sector organization.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
