PROCUREMENT COORDINATOR

(Permanent, Full Time)

Under the supervision of the Assistant Director, Supply Chain and Logistics, the Procurement Coordinator is responsible for streamlining procurement activities, leading the team, and managing vendor relationships. The role ensures efficient procurement and supports ongoing improvements in supply chain processes. More specifically, the Procurement Coordinator will:

  • Develop, implement, and oversee procurement strategies for sealift and commercial airline shipments, ensuring cost-effective and timely procurement of goods and services with providers;
  • Provide leadership in procurement operations, ensuring alignment with the organization's strategic goals;
  • Coordinate closely with internal departments to assess procurement needs, plan purchasing schedules, and optimize procurement efficiency;
  • Oversee and manage the procurement team, ensuring effective collaboration, performance, and professional development;
  • Manage purchase orders, requests for proposals (RFPs), tenders (Public and by Invitation), and contracts in alignment with KRG policies and industry best practices;
  • Collaborate and support in supplier negotiations to secure competitive pricing, favorable contract terms, and reliable service agreements while fostering strong vendor relationships and implementing supplier improvement initiatives;
  • Monitor and track procurement activities, ensuring timely delivery and proactively addressing potential delays or supply chain disruptions in collaboration with logistics and transportation providers to optimize freight costs and resolve delivery challenges;
  • Conduct market analysis to identify cost-saving opportunities, new suppliers, and alternative sourcing strategies;
  • Ensure compliance with procurement regulations, organizational policies, and ethical procurement practices;
  • Generate comprehensive procurement reports and provide data-driven insights to the Assistant Director, Supply Chain and Logistics for strategic decision-making;
  • Identify and drive process improvements to enhance procurement efficiency and supply chain resilience;
  • Act as a key resource in procurement-related policy development and procedural enhancements;

REQUIREMENTS

  • Bachelor's degree in engineering, supply chain management, procurement, business administration, or a related field (or equivalent experience);
  • Professional certifications such as Certified Supply Chain Management Professional (CSCMP) from Supply Chain Canada, Supply Chain Management Professional (SCMP), or any APICS Certifications are an asset;
  • Minimum 5 years of experience in procurement, supply chain management, or contract management, including at least 3 years of managing personnel and leading teams, with a preference for experience in remote or northern logistics;
  • Proven leadership experience in procurement, contract negotiation, supplier management, cost optimization, and team development, with the ability to motivate, collaborate, and drive performance within staff;
  • Strong expertise in sealift logistics, commercial airline procurement, transportation coordination, and communication, with the ability to build effective relationships across departments and with external suppliers;
  • Proficiency in ERP systems, Microsoft Office Suite, and data analysis/reporting skills, with a focus on improving procurement and supply chain operations;
  • Experience working in a cross-cultural environment, preferably with Aboriginal communities, is considered an asset;
  • Strong adaptability in managing changing priorities and meeting deadlines with minimal supervision;
  • Written and oral proficiency in at least two (2) of the following languages: Inuktitut, English, and French;
  • Availability to travel as required (occasional)

Salary: Minimum: $100 327/year – Maximum: $137 954/year

Benefits:

Cost-of-living differential: minimum $8,500 annually

Food allowance: minimum $4,216 annually

Annual leave trips: maximum of 3 per person annually

Vacation: 30 days annually

Statutory holidays:19 days, including 10 during the Christmas period
