To provide leadership, oversight and senior level management for the Continuing Studies and Corporate Training (CSCT) portfolio. To develop goals and strategies for CSCT. To oversee the operations of CSCT including the management of personnel, employment contracts, labour relations, budgets, finance, instructional space, instructor and staff recruitment, student recruitment and enrollment management, student affairs, program planning and development, program quality and accreditation, CSCT events, policies and regulations, pan-institutional projects, relations with other institutions and affiliated organizations.

Functions and Duties

  1. Working in conjunction with the Provost & Vice President, Academic, the Director is responsible for developing and implementing a coordinated institutional strategic plan for continuing studies programming and corporate training projects employing a consultative process that includes both CSCT and other OC portfolios, regions and departments as appropriate; in particular, the Director works cohesively with the Regional Deans to ensure regional needs for CSCT programming is addressed in the best manner possible. This includes working with Okanagan College portfolios, regions and departments to (a) identify program content and delivery methods for training programs; (b) identify corporate training services opportunities; identify and pursue potential funding opportunities that align with the OC Strategic Plan; and (d) determine appropriate budgets, funding arrangements and contracts.
  2. The Director is responsible for the coordination of all institutional continuing studies programming and corporate development projects based on the institutional strategic plan, ensuring appropriate consultation is followed between CSCT and other OC portfolios, regions and departments as appropriate.
  3. The Director is responsible for ensuring the planning, delivery, and evaluation of the training and corporate development services offered by CSCT. This includes providing leadership and direction to determine the need for new or repeated courses, programs, and development projects, assessing the quality of CSCT initiatives, and evaluating and modifying existing educational programs and services where needed. The Director will initiate and maintain corporate relationships as appropriate, both local and nationally in conjunction with other OC portfolios, regions and departments.
  4. The Director plays a key leadership role in the direction, growth and development of CSCT and the College, is a member of the Leadership Team and the Deans Forum, and anticipates, recommends, and contributes to the development of institution-wide policies. The Director cultivates a learner-centred environment and encourages instructional employees to innovate in areas of curriculum and program development, learning and teaching.
  5. The Director develops and maintains effective communication and coordination both within CSCT and between CSCT and the College and community, and participates on OC committees and various ad hoc committees, teams, and task forces as appropriate.
  6. The Director is responsible for human resources within CSCT, providing leadership and direction for the instructional, support and administrative staff to foster a professional team-based environment. This includes following established OC procedures in such areas as posting vacant positions, carrying out selection procedures, periodic evaluations of performance, and recommending appropriate professional development activities. The Director authorizes the hiring of continuing, part-time and temporary instructional, support and administrative staff members, provides orientation and training to staff members, supervises the staff members who report directly to the Director, schedules the work of staff members in the unit, authorizes or recommends appropriate disciplinary action, and conducts performance reviews of the staff members supervised.
  7. The Director ensures adherence to College policies and collective agreements as they relate to CSCT. The Director participates as needed as the designated supervisor in grievances, provides input or participates on the College's negotiating committees in collective bargaining.
  8. The Director recommends the annual operating and capital budgets for CSCT in consultation with the Provost & Vice President, Academic, forecasting revenues and adjusting expenditures in order to meet financial and performance targets. The Director is responsible for authorizing CSCT expenditures within approved budgets. The Director oversees the preparation of contracts and budgets and ensures appropriate monitoring of expenditures and revenues within those budgets, preparing reports and statistical data pertaining to unit activity as required; this includes the establishment of annual revenue targets.
  9. The Director monitors the quality of CSCT programming and projects, seeking to optimize customer satisfaction while maintaining integrity the work being performed. The Director conducts the annual Program Review and Renewal Process for programs within CSCT in coordination with the Director Learning and Applied Research. The Director oversees the accreditation process and preparation of accreditation submissions for programs requiring accreditation within CSCT. The Director investigates and processes student complaints in accordance with Okanagan College policies and collective agreements, and is responsible for student discipline, including the appropriate course of action and the imposition of discipline in accordance with Okanagan College policies.
  10. The Director develops and maintains effective working relationships with a variety of internal and external groups, including Executive, Leadership Team, Deans Forum, Education Council, internal units, external agencies, advisory committees, funding agencies, professional and community associations, etc. The Director represents and promotes the College and its programs on local, provincial and national committees and liaises with other institutions, First Nations groups, government, academic and industry associations, accrediting bodies, school districts, private sector organizations and various other agencies as appropriate.
  11. The Director, in collaboration with Public Affairs and other units involved in CSCT activities, coordinates the development of plans to market, promote and publicize the CSCT programs and services.
  12. The Director minimizes institutional risk through risk management techniques and appropriate management practices, ensuring that staff are familiar with the relevant health and safety regulations and receive proper instruction in safe work practices and accident prevention. The Director minimizes institutional risk through careful contract language when developing external relationships, appropriate financial oversight, and other normal risk mitigation strategies.
  13. Performs other duties as assigned.

Education and Experience

Masters degree or equivalent in a discipline related to CSCT. 10 years of relevant experience, including experience with learning, teaching and program delivery at the post-secondary level and experience in senior level management or administration covering a broad array of programming is required. Consideration will be given to equivalent combinations of education and experience.
