POSITION OVERVIEW

The
Project Manager (Non-IT)
will oversee major strategic initiatives involving
business transformation, service redesign, legislative or policy change, and program modernization
.

You will work closely with executive sponsors, program leads, and cross-ministry stakeholders to plan, execute, and deliver results within defined timelines, budgets, and quality standards.

This role is best suited for a
seasoned project leader
who thrives in structured, high-visibility public-sector environments requiring diplomacy, adaptability, and rigorous reporting discipline.

KEY RESPONSIBILITIES

  • Manage all phases of large or multi-disciplinary
    business and policy transformation projects
    , from initiation to close.
  • Collaborate with program areas to develop
    project proposals, charters, and documentation
    aligned with strategic objectives.
  • Establish project governance structures and define
    roles, responsibilities, and accountability frameworks
    .
  • Oversee project scope, schedule, budget, risks, and quality standards to ensure timely and accurate delivery.
  • Identify and manage
    milestones, success criteria, dependencies, and change impacts
    .
  • Conduct research, stakeholder interviews, and contribute to
    policy and process analysis
    .
  • Prepare and maintain detailed project plans, progress reports, and executive briefings.
  • Facilitate
    steering committee meetings
    , document decisions, and secure necessary sign-offs.
  • Proactively identify
    risks and mitigation strategies
    , ensuring issues are tracked and resolved.
  • Provide change management and communication support to promote adoption and sustainability.
  • Conduct project close-out reviews and capture
    lessons learned
    for future improvement.

MUST HAVE REQUIREMENTS

Education

  • Bachelor's degree
    and
    a recognized
    Project Management designation
    (e.g., PMP).

Teamwork / Collaboration

  • Available for
    on-site meetings in Edmonton
    as required.

Travel / Flexible Schedule

  • Available to
    lead frequent (often daily) in-person meetings
    with clients and technical or business teams.

Work Experience

  • 6+ years
    – Direct experience in a
    non-IT project management role
    .
  • 4+ years
    – Experience defining
    project scope and goals
    in collaboration with business stakeholders.
  • 4+ years
    – Experience developing project deliverables including
    project charters, business cases, briefing notes, status reports, risk logs, and project closure documents
    .
  • 6+ years
    – Experience exercising
    resourcefulness and judgment
    when making recommendations on highly technical or complex business issues without formal guidelines or precedents.
  • 4+ years
    – Experience managing
    multiple projects concurrently
    .
  • 4+ years
    – Experience creating and managing
    project forecasts in Microsoft Project
    .
  • 6+ years
    – Experience
    leading and facilitating meetings
    with stakeholders at all levels.
  • 6+ years
    – Experience using
    Microsoft Project tools in a Project Server or similar enterprise environment
    .
  • 4+ years
    – Experience working
    in or for the public sector
    .

    Must provide a valid

    prior to onboarding.
  • Work Arrangement:
    Primarily on-site in
    Edmonton, Alberta
    .
  • Mandatory Training:
    FOIP, Cybersecurity, Information Management, and Respect in the Workplace (to be completed post-hire).
