We are seeking a visionary and experienced Senior Leader to guide a growing and evolving Municipal Participation Corporation (MPC) a first of its kind in Canada – an opportunity to shape a new model of Social Innovation and intergovernmental collaboration in Canada
The MPC represents a social innovation approach to advancing community priorities. With a goal to support communities the delivery of critical infrastructure and services through collective action and shared expertise.
This is a unique opportunity for a strategic thinker with an entrepreneurial mindset to continue shaping a pioneering model of collaboration between municipalities and all governments. The Senior Leader will provide strategic direction, operational leadership, and organizational development for the corporation translating vision into action.
This role requires a proven ability to lead complex projects, foster collaboration, navigate government processes with skill and diplomacy and who is committed to advancing reconciliation and supporting Indigenous partnerships in meaningful ways.
Qualifications & Expertise
- Proven experience in senior leadership roles within municipal government, infrastructure, economic development, or related sectors.
- Demonstrated expertise in project management, including leading large-scale and complex infrastructure projects.
- Strong business acumen with experience in corporate budgeting, financial oversight, and contract management.
- Entrepreneurial mindset and the ability to identify opportunities for innovation, advancing revenue-generating initiatives.
- In-depth understanding of municipal government processes, including planning, procurement, and governance.
- Experience working with multiple levels of government (Indigenous, federal, and provincial), with the ability to build respectful and productive partnerships.
- Strong interpersonal, negotiation, and communication skills; ability to foster collaboration and inspire teams.
- Background in managing multi-disciplinary staff and external contractors.
Assets
- Direct experience in municipal administration or municipal leadership.
- French language skills.
Key Responsibilities
Strategic Leadership:
Develop and implement the vision, strategic plan, and operational priorities for the MPC, ensuring alignment with community needs and partner objectives.
Project Management:
Lead the development, execution, and oversight of complex infrastructure projects from concept to completion, including planning, approvals, financing, and delivery.
Financial Management:
Oversee corporate budgeting, financial planning, and reporting; ensure fiscal responsibility and sustainable growth.
Government & Stakeholder Relations:
Build strong, trust-based relationships with municipalities, Indigenous governments, provincial and federal agencies, industry partners, and community stakeholders.
Governance Support:
Work closely with the Board of Directors to ensure transparent decision-making, compliance, and good governance practices.
Organizational Management:
Lead day-to-day operations, including managing staff and contractors, ensuring high performance, accountability, and a positive workplace culture.
Collaboration & Innovation
: Foster an environment of cooperation and knowledge-sharing across governments and communities to refine and scale the MPC model.
Compensation
The salary for this role will be in line with senior municipal leadership positions. A competitive benefits package will also be provided.
